Job Summary:
The Senior Finance Officer – Analysis will help coordinate and contribute to the implementation of the Country Program’s (CP’s) accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting financial transactions by compiling, analyzing, and verifying account information; preparing account entries; and delivering financial reporting services.
Note: Depending on the CP portfolio (scope and complexity), the Senior Finance Officer can be assigned responsibility for delivery of accounting and financial reporting services for the entire program, for a field office, or for either payable or receivable transactions.
Job Responsibilities:
- Review and analyze the General Ledger (GL) accounts on a continuous basis, including Trial Balance and Balance Sheet reconciliations, and taking corrective actions thereof.
- Support in project close out and monthly project portfolio management (PPM) versa general ledger (GL) analysis.
- Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
- Prepare various, periodic, and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources.
- Check all month end activities are done timely and accurately (Accuracy of rate in system, submission of cost allocation drivers, payment of all invoices)
- Review receivable and payable accounts have accurate figures and clear any abnormalities/ long outstanding balances.
- Identify areas of risk in financial operations based on trend analysis and provide recommendations for mitigation.
- Conduct cost allocation monitoring and analysis. Ensure compliance with foreign exchange rate accounting.
- Identify issues that need to be resolved during the month end closure and determine an action plan.
- Support the CP in preparation of external audits and fund accounting statements relating to any accounting issues.
- Analyze monthly and quarterly expense fluctuations to ensure proper accounting treatment.
- Monitor discretionary and temporary restricted projects. Coordinate with the respective HQ/Analysts to ensure proper set up, spending remains within the project budgets and timely closure.
- Assist with staff capacity building, resolving major accounting issues as well as gain an understanding of CPs day-to-day accounting activities including transaction processing and month end close.
- Contribute to the development and maintenance of systems and tools to improve financial analysis and management processes.
- Prepare Schedules for receivable and payables monthly and clear any balance on blank supplier code
- Maintain knowledge on USG rules and regulations and Provide mentorship to CP Staff on accounting and financial management.
About You
Education, Skill and Experience
- MA/B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
- 3 years relevant experience for MA or 5 years’ relevant experience for BA degree.
- Knowledge of the relevant public donors’ regulations preferred.
- Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of Oracle application system financial accounting package or similar financial reporting software preferred.
