Organizational Profile: MERSA Media Institute is a nonprofit media policy think tank. We work to help create vibrant, responsible, and independent media institutions, professional unions, and education centers through research, capacity building, and institutional support in Ethiopia.
Position Summary: The HR Officer will be responsible for ensuring the smooth operation of HR functions, particularly in the areas of personnel contract administration and adherence to HR policies and procedures. This role involves drafting and managing employment contracts, overseeing employee onboarding, and ensuring compliance with labor laws and regulations.
Duties and Responsibilities
- Draft, review, and update employment contracts, ensuring compliance with national labor laws and company policies.
- Digitally record and accurately manage employee records including personnel files, leaves, contracts…
- Ensure timely processing of new hires, promotions, transfers, and terminations.
- Plan and implement periodic performance reviews to employees with management and leadership.
- Oversee the administration of grants from various sources, ensuring compliance with respective donor requirements.
- Coordinate with relevant departments to ensure smooth onboarding and offboarding processes.
- Develop and publish job descriptions and vacancy announcements.
- Review applications and resumes, and assist in shortlisting applicants.
- Provide guidance and support to employees and managers on HR policies and procedures.
- Conduct regular training and awareness sessions on HR policies and procedures.
- Monitor adherence to HR policies and procedures and take corrective action as necessary.
- Handle employee inquiries and concerns related to HR matters, providing timely and accurate information.
- Assist in resolving employee relations issues and conflicts.
- Assist in the procurement process, including selection, purchase order generation, and invoice verification.
- Ensure compliance with procurement policies and procedures.
- Maintain accurate records of procurement transactions.

About You
Required Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 0-2 years of experience in financial management and compliance preferably in NGO/private sector experience.
- Strong understanding of labor laws and regulations.
- Training in IPSAS.
- Excellent written and verbal communication skills.
- Strong organizational and time management skills.
- Proficiency in HR software and systems.
- Attention to detail and accuracy.
