CBM seeks to recruit a Business Development Manager based at the CBM Ethiopia Country Office. The position holder will lead the country office to pursue opportunities for fundraising in line with organizational policy. Develops technical and financial proposals for submission to a variety of agencies, such as government, foundations, corporate and private donors. Responsible for designing, budgeting, implementing and monitoring the grants to support the target communities and in-line with donor requirements.

 

This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.

These are your responsibilities

Local Lead of key business/programe development (PM) activities: 

  • Acts in the role of Senior Working Professional providing substantive output in a major area Coordination of country input in opportunity assessment and proposal development
  • Guides business/programme development across related project areas; assess project effectiveness and recommend new initiatives.
  • Provide substantive advice/analysis of current products and programmes identifying opportunities and areas for improvement.
  • Designs sectoral programme initiatives to support broader country programme goals. Assesses project proposals for relevance and coherence.
  • Organizes project execution consistent with programme objectives engaging national counterparts and building reputation for quality design and reliable delivery.

Main Programme Development tasks:

  • Provide programmatic leadership in the development and implementation of the Country Plan, aligned with the Federation strategy.
  • Put in place an effective M&E framework to regularly measure progress on implementing the Country Plan, drawing and sharing lessons learned and applying adaptive management.
  • Support the Country Director in analysing external trends, challenges and opportunities relevant to CBM’s disability inclusion focus and/or requiring a programmatic response by CBM, including disaster vulnerability, and share with internal stakeholders.
  • Support partners in documenting good practice cases and promote knowledge sharing among partners and within CBM.
  • Ensure partner and project data are managed in line with data protection rules, and that updated programme records are kept.

Partnership management

  • Support the Country Director in maintaining strong partnerships and diversifying partnerships by identifying new partners in support of the Country Plan.
  • Organize and conduct initial and regularly updated organizational capacity assessments and/or partnership reviews, jointly develop plans to address capacity gaps, identify solutions, monitor implementation and document learning.
  • Support funding diversification strategies with partners and oversee the phase out of partnerships where agreed, through jointly prepared exit-plans with the partner
  • Promote, respond to, document and share partner feedback regarding their relationship with CBM and associated partnership requirements.
  • Immediately report any critical issues and incidents that are in breach of partnership agreements and support the follow-up resolution process.

 

Programme / Project management

  • Identify project opportunities with partners under CBM’s Country Plan and in line with national development plans. Lead on the rapid development of emergency response projects with partners in the event of natural or manmade disaster.
  • Guide and coordinate joint project and/or multi-year planning processes with partners, CBM Initiatives/technical teams, ensuring the quality and sustainability of results in line with CBM and donor requirements.
  • Ensure high quality of project and programme plans with effective delivery and fulfilment of objectives and utilisation of budgets
  • Ensure partners and our own staff are fully informed of donor requirements and are
    capable of meeting them.
  • Promote the inclusion of monitoring, evaluation and learning components in project plans; plan and conduct mid and end-term project evaluations with partners and support the dissemination of learning.
  • Document and support partners to document good practice cases and promote knowledge sharing among partners and within CBM.
  • Support the reporting of partners in line with standards and donor requirements.
  • Facilitate input from technical experts into project development and implementation
  • Jointly with partners, develop and monitor the implementation of exit strategies for projects/programmes.
  • Support the Finance Manager in ensuring that partners and colleagues understand and respect CBM’s financial framework for project implementation.
  • Closely collaborate with the Finance Manager to ensure that programme and financial aspects of project design, budgeting and implementation go together, and that project monitoring and evaluation is comprehensive.

Program quality improvement

  • Enhance the quality and effectiveness of CBM’s programs through systematic performance monitoring, strategic planning, and cross-functional collaboration.
  • Ensure robust quality assurance processes, drive continuous learning and improvement, and support effective consortium management to achieve programmatic excellence.
  • Provide managerial and technical oversight to Program Coordinators to carryout monthly program implementation tracking to accelerate execution as per quality standards within schedule and agreed upon budget.
  • Carry out a monthly reflection meeting with program team to increase inter-team collaboration in the program quality, implementation and monitoring.
  • Ensure program meetings are focused on quality metrics, progress on targets, challenges, and plans for addressing gaps.
  • Conduct virtual and/or face to face quarterly partners leadership engagement discussion to improve quality and accelerate project execution.
  • Ensure that all program staff carry out field visits with the lens of improving quality of services to persons with disabilities.
  • Provide technical support to program team to engage partners in carrying out pragmatic studies and documentation of promising practices for knowledge sharing to IDPs/fundraising team.

Fundraising and new business development

  • Coordinate and collaborate with the Fundraising and Partnership Development Manager to identify new opportunities for increasing LCDF projects.
  • Ensure that all Program Coordinators/Officers actively participate in UN/OCHA cluster meetings and technical working groups at relevant line ministries.
  • Ensure that the relevant program team participate at proposal and concept development in collaboration with IDP, initiative directors, regional advisors and CBM Italy counterparts.
  • Collaborate with the Country Director and Fundraising Manager to network with strategic international partners to join a winning consortium for a high-volume funding opportunity.
  • Engage program team in identifying a relevant partner (s) for pursuing new funding opportunities.
  • Provide oversight support for carrying out Partner Assessment for existing and new partners to improve partners capabilities and achieve a high standard quality rendering to
    OPDs and PWDs.
  • Facilitate the alignment of LCDF proposals with CBM’s strategic goals and donor priorities, ensuring high-quality proposal submission.

Advocacy, technical advice and representation (where no dedicated function)

  • With the Country Director, promote the organization and its mission to local partners and authorities.
  • Represent CBM at relevant in-country meetings, conferences, and workshops.
  • Manage engagement with national alliances, partners and in particular DPOs to define and support national advocacy priorities.
  • Coordinate efforts to strengthen and support DPO organizations and movements.
  • Coordinate the delivery of DID technical advice in Disability Inclusive Development to government and other organizations, in alignment with the DID initiative and Country Plan.
  • Ensure effective vertical integration between community level project work and national and global advocacy work.

Communication and resource mobilization (where no dedicated function)

  • Monitor in-country calls for proposals from institutional donors and support the Country
  • Director in building focused relationships with representatives of such donors and other NGOs with whom CBM can collaborate.
  • Work with partners to gather and share quality and timely project information and content to support CBM’s internal and external communication enabling CBM fundraising teams to demonstrate impact in their donor communication.
  • Acts as a convincing spokesperson on all programme related matters internally and externally.

Staff line management

  • Manage and coach the staff under direct line management, which includes selection, job description updates, performance management, capacity development planning, work plans and follow-up, delegation and motivation.
  • Model and promote the inclusion of people with disabilities in the programme team in the Country Office.
  • Modelling and promoting positive behavior with team members
  • Participate as required in the response to the various forms of misconduct as guided by CBM applicable policies

Other

  • Participate and actively contribute to learning platforms in the region and at the international level within CBM upon request, and make recommendations for enhancements to relevant policies and procedures to create operational efficiencies
  • Comply with all the safety and health procedures and requirements at all times ensure your own safety and health and that of other people who may be affected by your acts or omissions at CBM
  • Carry out role-specific responsibility to safeguard children and adults at risk (as guided by CBM’s respective policies).
  • Ensure that all activities conducted within scope of work or as an employee with CBM comply with the IT and data protection principles

About You

These are your qualifications

  • i.e. education, professional experience, languages, methods, competencies, personality traits…
  • University Degree in social sciences, international development or related field.
  • Professional experience of 10 years in a national or international NGO with a minimum of 5 years at senior level, with a track record in successfully designing and managing large inclusive development and/or humanitarian programmes in collaboration with national partners.
  • Experience in developing and managing large scale institutionally funded projects, including consortium led projects.
  • Proven experience in results-based management and project cycle management, including assessment, monitoring and evaluation, with a sound understanding of budgeting and programme finance management.
  • Demonstrated experience in managing internal and external relationships and partnerships particularly with national / local governments.
  • Experience in working with various government/bi-lateral/major institutional donors.
  • Proven skills in people and team management and coaching, with a focus on capacity development and performance management.
  • Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds.
  • Advantage of lived experience with disability.
  • Experience of working with persons with disabilities or promoting disability rights a distinct advantage.
