Ethiopian Midwives Association (EMwA) is a legally registered, autonomous, and not-for-profit professional association established in 1992 and re-registered under the new civil society proclamation. Ethiopian Midwives Association (EMwA) operates in all regions of Ethiopia by using and works for the quality of midwifery education and care. EMwA has been a member of the International Confederation of Midwives (ICM) since 1993.

The primary goal of EMwA is to contribute towards the reduction of maternal and child mortality and morbidity in Ethiopia, which are the Sustainable Development Goals (SDGs) global initiatives. The vision of the association is to see every woman, newborn, and their family have access to standard midwifery care. The mission of the association is to promote and enhance the expansion, performance and status of midwifery profession through adapting quality and evidence based practices; adhering to the code of ethics and conduct empowering the professionals.

 

Position summary 

 

Under the supervision of the Deputy Executive Director, the Manager, Program Management Department is responsible for managing and leading all program matters of the association. The Project Manager plays a key role in providing over all leadership and operational oversight of Integrated RMNCH + PPFP scale up in high caseload facilities projects for the effective and timely delivering of results to be achieved in line with the donors’ and the government’s rules, regulations and requirement. S/he coordinates the planning, organizing, leading and implementing the duties and responsibilities of the program Department. S/he is responsible to manage program operation and budget management of the Integrated RMNCH + PPFP scale up in high caseload facilities projects at all levels and oversee the works of employees under his/her chain of command.

 

Major Duties & Responsibilities 

 

  • Plans, organizes, coordinates, leads and controls all projects implementation initiatives
  • Provide technical support in the design and delivery of RMNCH+PPFP and integrated IPPFP at PHC level.
  • Provide technical support in the baseline assessments and similar formative assessments,
  • Facilitate accreditation, certification, and technical support on training and mentorship interventions,
  • Provide technical support in the roll out of training and mentoring interventions for mid-level providers,
  • Provide technical support for MoH and RHBs in rolling out PPFP and integrated RMNCH training and mentorship to low caseload facilities,
  • Lead and provide technical support in the data compilation, analysis, and reporting of data on training and mentorship, service, and related areas at PHC level,
  • Support introduction of new contraceptive methods, such as hormonal IUD in Ethiopia through advocacy, training, and mentorship,
  • Support introduction and expansion of the PPH bundle at PHC level through technical advocacy, training, and mentorship,
  • Provide technical support during evaluation and documentation of different knowledge management products,
  • Provide technical support in the lead institutionalization, sustainability, and transition of IPPFP and other integrated RMNCH interventions for government ownership and large scale up.
  • Demonstrates his/her ability to be effective in high-pressure situations, handle multiple tasks simultaneously, set priorities and manage/support staff through process, and work effectively in unstructured and fast-paced work environments
  • Take full responsibilities of the coordination and management of the programs /projects
  • Responsible to manage program operations and budget management of the program /projects at all levels in the Association.
  • Provide technical support and facilitate the development of Program Collaboration Agreements with donors in collaboration with MERL department and donors’ technical persons
  • Consolidates reports and timely share to the EMwA MERL department and consortium lead on regular bases and when a special need arises.
  • Assesses the strengths and weakness of all programme interventions and takes the necessary corrective actions if need be.
  • Supervises and coordinates project staff/ coordinators for their efficient and effective implementation.
  • Organizes regular meeting with MNCH coordinators to assess the progress on how well the interventions are implemented, identify changes faced, and provide immediate solutions,
  • Assesses the impacts of each programme interventions and takes the necessary action based on the result.
  • Serves as a link between the top-level management and projects.
  • Identifies and synthesizes the best practices and lessons learnt directly linked to programme implementations.
  • Monitor and evaluate performance of projects in collaboration with MERL department
  • Work closely with consortium members for better implementation and scale up of the projects
  • Provide technical assistance (supervision, coaching and mentoring) to regional MNCH coordinators in order to deliver the proper implementation of programs
  • Create and facilitate smooth relationship with government bureaus (FMOH and RHBs), partners and other external organizations as needed
  • Take part and responsibility for the entire programs, preparation of project proposals, monitoring tools, monthly donor reports
  • Take part in the development of training materials and guidelines.
  • Attend annual review meetings both at national and regional level
  • Responsible in organizing workshops, trainings and conferences.
  • Maintain comprehensive records of activities, reports, and baseline data of the project area
  • Coordinate timely request and release of budget to the respective implementing partners for timely implementation of the project from each partner
  • Analyze critical and emerging issues in the course of project implementation and give the necessary and appropriate responses.
  •  Ensure budgets are properly utilized to the purpose jointly with finance team as well as the program Manager accordingly in a regular basis
  •  Make sure that the budget utilization complies with donor, organizational, other requirements and regulations
  •  Regularly track the budget performance with the finance team,
  •  Make sure that any budget request is prepared in detail and in line with the agreement and policy and also the plan in the project document
  • Perform other activities as needed and ordered by the immediate supervisor

Job Requirements (Must Criteria)

 

Education:

 

  • MSc in Midwifery /BSc in Midwifery, or MSc/MPH in Maternity, Health Informatics, Project Management, Nursing and other related studies with Midwifery background.

 

Experience:

 

  • 4 years for Masters and 8yrs experience for BSc out of which 3 years should be in managerial /supervisory position. Experience in I/NGO environment is advantageous
  • Experience in I/NGO environment or working in donor-based systems are advantageous.
  • Extensive knowledge and experience in managing partnership and grants from UN agencies and government organizations like FMOH and regional health office is a benefit.

Desired Criteria (An Asset)

 

  • Project /Program Management training Certificate is an added value
  • Having  TOT training on PPFP and Mentorship is  added value
  • Knowledge of MS Project software
  • Having BEmONC, SOJT, PMTCT, Preconception care, ANC, PNC, etc. training is more advantageous
  • Having professional license
  • Clearance from previous working organization (After accepting an offer letter)
