Introduction
Islamic Relief is an international relief and development charity founded in 1984 with its headquarters in Birmingham, UK. As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities – regardless of race, religion or gender. The office officially started operation in Ethiopia in 2004. Islamic Relief Ethiopia (IRE) is operational in the Somali Regional State with a base office in Jigjiga, Hargelle, Elkere, Bare, GG and Dekasuftu, Afar Regional State; Ewa, Awra and Gulina; Oromia regional State, West Harergeye, Chiro and Meayso Woredas, Borena zone, Yabello, Dubluk, Dire and Elewaye woredas and an additional operational office in Addis Ababa.
N.B: Requirement for this position is contingent upon securing necessary grant funding
Job Purpose
We are seeking a highly qualified Health Project Manager with expertise and experience in public health and project management to lead a project focused on health system strengthening and enhancing equitable health systems. The project aims to address the long-term health needs of vulnerable communities in Tulo District, West Hararghe Zone, Oromia Regional State, Ethiopia. The project’s Intermediate Outcomes aim to strengthen the delivery of safe, equitable, and patient-centred healthcare services by healthcare providers and improve the use of essential maternal, sexual, and reproductive health services for women, men, girls, and boys in Tulo District.
As Health Project Manager, he/she will oversee all aspects of project implementation, including planning, coordination, monitoring, and evaluation, to ensure the successful achievement of the project’s ultimate outcomes, intermediate outcomes, and immediate outputs.
Roles and Responsibilities
Project Planning, Implementation, and Coordination
- Develop comprehensive project plans, work breakdown structures, and timelines in collaboration with project stakeholders.
- Coordinate project activities and resources to ensure timely and efficient implementation.
- Collaborate with internal and external stakeholders to ensure smooth execution of activities.
- Lead and manage the implementation of health project workplans, outputs, and budgets. Track progress and provide regular updates to the Country Office Program Team Lead.
- Ensure efficient management of project funds by regularly tracking fund utilization and identifying any gaps, in coordination with the IRE Country Office point person.
- Identify and assess project risks, report on them, and develop strategies to address them.
- Work with the Country Office Health and Nutrition Program Coordinator, MEAL (Monitoring, Evaluation, Accountability, and Learning) Coordinator, and other internal stakeholders to successfully implement all components of the project.
- Prepare reports and technical documents aligned with IRE, donor, and government requirements.
- Collaborate with other relevant IRE departments for contracts, purchase orders, and project financial accounts.
- Oversee the timely delivery of project activities, including monitoring against log frames and individual performance management work plans.
- Provide technical assistance to healthcare personnel involved in the project.
Stakeholder Engagement
- Build and maintain effective relationships with government agencies, universities and other stakeholders.
- Facilitate regular communication and coordination meetings to ensure alignment of project objectives and activities.
- Engage key stakeholders in decision-making processes and solicit their input to inform project strategies.
Monitoring and Evaluation
- Together with MEAL team, develop and implement monitoring and evaluation frameworks to track project outputs, outcomes, and impact indicators.
- Collect, analyse, and interpret data to assess project performance and identify areas for improvement.
- Prepare regular progress reports and presentations for project stakeholders, including donors and government officials.
Capacity Building
- Provide technical assistance and capacity-building support to project staff, partners, and stakeholders.
- Conduct training sessions and workshops on health project-related topics to enhance knowledge and skills among project teams.
- Run and support ongoing training and induction courses for health staff as required.
Quality Assurance
- Ensure adherence to health project quality standards and best practices in implementation.
- Conduct regular site visits and inspections to monitor compliance with project protocols and guidelines.
- Implement corrective and preventive actions to address deviations or non-compliance.
- Collaborate with the MEAL team to develop an M&E plan, ensuring alignment with reporting requirements, and build capacity for health field staff.
People Management
- Line manages direct reports, including supporting work plan development and performance management.
- Coach and support the field level health project team to deliver project milestones in a timely manner.
Sub-Grantee Financial and Compliance Coordinator Responsibilities
- Monitor sub-grantees’ budget usage, assist with financial reporting, advance requests, budget forecasts, and ensure compliance with policies.
- Ensure sub-grantee compliance with grant agreements, conduct site visits, verify procurement documents, and assist with due diligence assessments.
- Support sub-grantee identification, documentation compliance, daily operations, and provide training to improve financial management and compliance.
- Maintain accurate records of sub-grant activities, including agreements, reports, and financial transaction documents.
Key Organizational Relationships
- Reports to: Head of Programmes (HoP).
- Works closely with: Human Resource Coordinator, Operations Support Manager, Finance Manager, Program Development and Quality Assurance Manager, Health and Nutrition Program Coordinator, and other program and Admin teams.
- Line manages the health and nutrition team, including supporting staff under the project.
- Interacts with key project partners (both sub-grantee partners and health service providers) and external stakeholders.
About You
Personal Specification
Formal Education/Qualification
- Master’s degree in public health with health background by profession or health related field.
- Minimum of 10 years of experience, including 5 years in health and nutrition project management and coordination, with a focus on public health and nutrition or healthcare programs.
- Certification in Project Management is preferred.
- Strong understanding of health systems strengthening and maternal and child health services, including sexual and reproductive health.
- Excellent leadership and team management skills, with the ability to motivate and inspire multidisciplinary teams.
- Exceptional communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Ability to work under pressure and as part of a team.
- Proficiency in project management software and Microsoft Office Suite.
- Fluent written and verbal communication in English, Amharic, and Afaan Oromo is desirable.
