The main purpose of the Position
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.
Accountabilities
- Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
- Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
- Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
- Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
- Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
MSF Section/Context-Specific Accountabilities
- Provide technical support to the medical team on any technical questions and issues.
- Identify medical errors in the MSF clinics, prepare medical incident reports and share it with PMR.
- Give inputs in project specific clinical protocols; develop SOPs for each services if needed along with support of medical supervisors, other MAMs of the project and PMR.
- Work closely with the HP supervisor to develop HP/HE and community engagement strategy.
- Ensuring that Patient Safety Incidents are reported in all services and that the outcomes are always taken into consideration for prevention of future incidents.
- Ensuring the implementation of all MSF protocols (medical, nutritional, anthropometric, etc.), standards (hygiene, asepsis, security, etc.) and procedures and supervising their application by all personnel under his/her responsibility, in order to improve the overall quality of the food/feeding and services given to population.
- Close collaboration with IPC, nursing team to ensure all the IPC measures are maintained in standard quality in all MSF supported facilities with the support of PMR.
- In coordination with other team members: Ensuring an efficient pharmacy management and monitoring the rational use of the resources.
- In coordination with PMR participate in continuous on the job training & informal training for medical doctors & other groups of staff (nurses, hygienists…) if needed.
- Participate and organize in mortality review meeting, Antimicrobial Resistant meeting with the team and ensure the discussion points are being implemented with support of PMR.
- Follow up all laboratory test result of admitted patient & provide timely feedback to the team and follow up case discussion if necessary.
- Participate effectively monthly and quarterly report preparation accordingly (i.e Strep, medical statistical reports & other reports.
- On the request of the PMR, carries out extra tasks by participating in an exploratory/ situation, analysis or need assessment of the population.
- In collaboration with the PMR ensure effective implementation of the national staff health (MEET staffs) policy, follow up with staff health related referrals.
- In collaboration with the PMR, ensure the appropriate vaccination and required prophylaxis in place for national staffs.
Education:
- Medical Doctor or MPH.
- Desirable specialization or training in public health.
Experience:
- At least 4 years of experience working in direct health service delivery and two years of experience managing the operation of health services preferably with in MSF.
Knowledge:
- Essential computer literacy (word, excel, Internet/social media)
