Since 1993 in Ethiopia, the Council has worked with vulnerable adolescent girls and young women—urban and rural—and the men and boys in their lives. The Council’s programs engage the most vulnerable girls to participate in girls’ clubs with mentors in safe, public places. The clubs provide training in literacy, life, and livelihood skills, and education about HIV and reproductive health. The Council also conducts population-based surveys to generate reliable data about the lives of young people in Ethiopia.

These data have been instrumental in shaping national and international policies and programs for the most vulnerable young people in Ethiopia. Programs have reached isolated, vulnerable adolescent girls and have successfully delayed marriage, expanded school enrollment, increased knowledge about HIV and where to obtain voluntary counseling and testing for HIV, and increased willingness to be tested for HIV. Our programs have been profiled as best practices by USAID-PEPFAR and UNFPA.

The Population Council is an international, nonprofit, non-governmental organization. The Council conducts research in biomedicine, social science, and public health and helps build research capacities in developing countries
