1. Background of the Project
The aim of the project is to contribute to improving self-reliance and socio-economic integration of refugee populations and host communities in Gambella through integrated and multi-sectoral strategies aimed at fostering the humanitarian-development nexus. Specifically, the project aimed to strengthen the resilience of refugee populations in Nguyielle, Jewi, Tierkidi and Kulle camps and Karmi and Gambella host communities by promoting access to basic services such as health and education and livelihood strategies. Considering the humanitarian situation in the regions VIS, CUAMM and CEFA plan Multisectoral need assessment to gather relevant information from relevant stakeholders and affected population, and develop an accurate picture of the scope and severity of the crisis.
2. Objective of the Baseline Survey
The main purpose of the assessment is to collect and compile preliminary information to help VIS, CUAMM and CEFA to better understand the pressing and priority needs of health & nutrition, agriculture, WASH, Education, and livelihoods (job creation) of the community, the context, risk and immediate needs of refugees and communities in Gambella region. Furthermore, the consultant is expected to identify realistic options for response and provide clear recommendations to allowing the INGOs to make informed, evidence-based decisions on the appropriate response based on the humanitarian imperatives and donor strategic priorities.
Hence, the consultant is expected to examine the health and nutrition, agriculture, WAS, education (formal & informal), and livelihood (promoting job creation and income generating activities) sectors on the aforementioned refugee camps and the communities. The assessment will also help for the identification of the most vulnerable groups as well as their difficulties in accessing basic services in order to promote more inclusive action.
3. Methodology
3.1.Assessment Approach
The assessment approach designed for this baseline assessment is mixed/ abductive assessment approach (i.e., both qualitative and quantitative) for the reason that the use of quantitative and qualitative approaches in combination is believed to provide a better understanding of the existing scenarios on the identified sectors/areas of interest from different perspectives and used to provide a triangulated assessment result.
3.2.Sampling Design
3.2.1. Total Population
Let alone the population of the host community, the number of main target population of the assessment i.e., the four refugee camps namely Nguenyyiel, Tierkidi, Jewi, and Kule is 285,736. These populations will be considered mainly in the quantitative approach and for the qualitative approach while conducting the KII, the total (tentative) number of government authorities are 325. Other stakeholders to be defined by the consultant will also be considered.
3.2.2. Sample Size and Sampling Techniques of the Assessment
The total population size of the four refugee camps is 285,736. The total sample size with 95% confidence interval and 5% margin of error would be 385 or more (i.e., sample size adjusted for anticipated non-response is computed as 406). Hence, the proportional stratified sampling technique would be conducted across the identified four refugee camps found in Gembella region. The sample size across the four refugee camps is presented as follow.

As indicated in the above table, the total expected sample size in which the data collection to be carried out are 136 in Nguenyyiel, 93 in Tierkidi, 88 in Jewi, and 68 in Kule camps.
Besides the quantitative approaches, qualitative data collection approach is also expected to be followed. For the assessment to be carried out mainly on the hosting community, based on the inquired data to be collected, the consultant is expected to have a comprehensive discussion with the local authorities, different stakeholders, and representatives from the host community and refugee camps (this is open for the consultant to whom to participate in the KII). The KII questionnaires or thematic areas are expected to be aligned and support the expected results as well as the log frames of the project. The consultant is expected to deliver the KII questionnaires before conducting the KII in order to ensure it addresses the expected results of the project.
4. Expectations
- Situation analysis of access to primary health care services
The baseline study is expected to involve the collection of data available from health centers and relevant authorities on access data to primary health care services. Specifically, updated data is expected to be collected about the percentage of the target population accessing an outpatient visit per year, gender-responsiveness and inclusiveness of basic health services.
- Food and nutrition context analysis for members of refugee communities
In the assessment on agriculture, food security, and nutrition in the identified refugee camps, an in-depth analysis of the level of vulnerability and state of food security, as well as the socio-economic realities of the intervention areas is expected to be addressed. Besides this, the assessment is expected to examine the food consumption (Household Dietary Diversity Score – HDDS indicators) in the camps and communities.
- Market analysis, job placement and start-up of income-generating activities
The assessment is expected to analyze emerging market needs both within the refugee camps and in the Gambella context. The main focus of the market analysis is expected to analyze and carry out an in-depth study of pre- and post-course vocational opportunities combined with actions aimed at promoting entry into the world of work such as apprenticeships and starting income-generating activities.
- Examining the existing formal and informal educational services
The assessment is expected to examine the existing formal and informal educational services for both the school-age population and adults in the camps. Besides this, the inclusivity of disability, and literacy rate in the camps and communities is expected from the assessment.
- WASH
The assessment is expected to address all WASH indicators as per SPHERE Standards
Job Requirements
Applicants must be legally registered (in Ethiopia) with minimum 3 years of operation completed (validated by audit/tax clearance reports). Relevant documents must be submitted together with the technical proposal.
The evaluation will be conducted in two steps – 1st step, technical and 2nd step, financial. The following criteria will be employed for the evaluation of the proposals:
A. Technical criteria for evaluation (weightage 60%)
The technical evaluation will carry out 60% weight. For screening of applicants for detailed assessment, applicants must fulfil the following:
· The applicant must be a legally registered national consulting firm.
· The applicant must have min. 5 years of operation in consulting service.
· The bid must be submitted in 2 separate envelopes for technical and financial proposals, and the following documents must be submitted:
- Organizational profile.
- Team composition and the roles and responsibilities.
- Updated CVs highlighting the qualifications and experiences; and
- Proposed detailed work activities and work schedule.
B. Financial evaluation criteria (weightage 40%)
The least financial proposal bidder gets 40 and others will get lower, in pro-rata basis. Final selection will be based on the combined score of both technical and financial evaluations, meaning the applicant with highest combined score will be selected. There could be need for a negotiation of scope of work and budget, based on the proposal to make it in line with the basic design of the tasks, budget limitations, etc.
