Introduction

The Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) is an umbrella of 38 organization of persons with disabilities (OPDs) established to echo as a common voice and public wing of persons with disabilities in Ethiopia. It is operating in 11 regions and 2 city administrations of the country in addressing the information gaps on disability related issues and enhancing institutional capacities of OPDs and other stakeholders in advancing the rights of people with disabilities.

FEAPD in accord with CSOs and member OPDs has been implementing projects, programs, and policies to ensure the equal participation and benefit of persons with disabilities in all aspects, such as economic, social, political, environmental, and related issues, and to avoid the barriers that prevent them from participating in all development initiatives.

In the same manner, FEAPD signed agreement with CSSP2 Program to implement a project entitled Promoting advocacy initiatives for IDPD celebration to create Inclusive Society in Ethiopia, that will be implemented at national level in Benshangul Gumuz Regional state, Ethiopia.

Objectives

General objectives;

The general objective of the project is to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of    persons with disabilities through the commencement of IDPD.

Specific objectives;

• To conduct medial advocacy through TV, radio and printing materials.
• To raise awareness on the updated status of the comprehensive disability act in Ethiopia as a way to push for its adoption
• To enhance the independent living of 36 persons with disabilities through provision of assistive devices and technologies

Scope of the work/assignment

The scope of the work is:

2.1 TV Spot Production and Transmition

Write up the script: to promote advocacy initiatives through media outlets associating with IDPD celebration for 2023 incorporating UN theme of IDPD 2023 to ensure disability inclusive SDGs implementation at national level.

• Design a one minute TV spot in Amharic language.
• Produce one minute TV spots in Amharic language.
• Submit draft TV spots to FEAPD for review.
• Receive feedback from the organizations (FEAPD, CSSP2 Program) and incorporate in the design and production.
• Broadcast the final TV spots via most preferable TV with the total of  2 frequencies

Serial Radio program production and Transmission

• Write up the script: to promote advocacy initiatives through media outlets associating with IDPD celebration for 2023 incorporating UN theme of IDPD 2023 to ensure disability inclusive SDGs implementation at national level.
• Design a 30 minute Radio program in Amharic language.
• Produce 30 minute Radio program in Amharic language.
• Submit draft program proposal to FEAPD for review.
• Receive feedback from the organizations (FEAPD, CSSP2) and incorporate in the design and production.
• Broadcast the final radio program via most preferable FM radio station with the total of 2 frequencies

Methodology

• We encourage the media and communication firm to come up with an innovative and appropriate methodology for this task. However, the following will be highlighted.
• Reading, analyzing and synthesizing information on disability inclusive SDGs.
• Interviewing disability Inclusive SDG actors and partners
• Utilize quality visual + sound recording equipment that are compatible to the standard of TV and radio productions.
• Produce spots in line with  IDPD and Inclusive Strategic Development Goals
• Broadcast the spot and radio programs by the self-contesting media or subcontracting to local media
• Reviewing and appraising the script in consultation with the organizations involved (FEAPD and CSSP2 Program)

Deliverables

• Detail technical (showing detail methodologies applicable to the task) and financial proposal
• Recordings of agreed amount of TV spots and radio programs with CD-RW(including soft and hard copies of the script)
• Official report on audience coverage (including estimated number of people reached) at the end of the session showing detail information on broadcasted spots

Roles and responsibilities

FEAPD:

• Provide input at all stages of the process
• Facilitate links with the community in the intervention areas as it deems necessary
• Supervise the whole process
• Render all the necessary support to the realization of the spot and radio production as per the contractual agreement Pay the agreed amount of money to the contracting firm as per the rule of the government

The media firm:

• Ensure that all the processes are ethically sound (e.g. abiding the Safeguarding Protocol of FEAPD and CSSP2 Program; obtaining written consent from the cast members/actors/PWD that would be part of the productions)
• Ensure that adequate and qualified professionals are engaged in the whole process of the program.
• Seek for feedback and incorporate them for final production
• Develop TV spots and radio programs in Amharic languages with a total of 2 transmission frequency for each in prime time with consultation of FEAPD
• Broadcast the TV spots and radio programs before the celebration of IDPD
• Responsible to inform the exact time of transmission for FEAPD team and the community at large as well
• Submit recordings with CD-RW(including soft and hard copies of the script) within 5days after the transmission
• Submit official report at the end of the TV spot and radio production showing detail information on broadcasted TV spot including viewers’ feedback

Timeframe

The final date for the consultant/ media/ to deliver both the technical and financial proposals with sealed up envelop is November 27 / 2023, 4:30 pm. And the bid will be opened November 27, 2023 5:00 p.m. The production and broadcasting of the spot shall not surpass 5 calendar days counting after signing agreement of the work, unless and otherwise pushing factors arise from FEAPD.

Management structure

FEAPD will assign a focal person who will be a contact person to the contracting media outlet/ consultant.

Profile of the consultant/media

The consultant or the media firm must fulfill the following conditions:

• Proven experience in developing spots and radio programs on the areas Disability inclusion and IDPD.
• Good previous track record in production and broadcasting of the aforementioned thematic areas
• Renewed license for the year 2023

Application Requirement

Interested media firms are required to submit or fulfill the following application requirements:

Expression of interest:

• Max 1 page introducing the firm/mass media with an expression of interest to carry out the work as described in this TOR and the required competency in similar works in the past.

Technical Proposal:

•   This needs to be detail including critical reflection on the ToR. To the minimum the proposal has to include objectives, scope of the work, methodology (need to be very detail), experience (need to be document supported), etc.

Financial Proposal:

• This has to include the detailed breakdown of costs for each activity. The media firm is expected to deliver only the unit price for each activity.
