Child Safeguarding:

Level 3 – the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

 ROLE PURPOSE: 

The purpose of the cash transfer to implement Cash based assistance transfer programme interventions. S/he will be responsible for initiating action in the areas of cash based transfer, build capacity and provide orientation to cash transfer staff in the program.. She/he provides overall technical, organisational support and plays facilitation role in communities she/he is assigned, including awareness creation and linkages of behavioural change through education, information and communication. She/he supports people’s empowerment, collective action and solidarity. Facilitates and encourages active participation of and networking between individuals and communities in recognizing problems, identifying solutions, and implementing project activities related to the identified solutions. Establishes and maintains close working relationship with IDPs in her/his working area in order to ensure that the messages are disseminated and understood at all levels. Build capacities of the community and institutions. She/he will be the link between the project and the community to ensure implementation of Multi-Purpose Cash Assistance Transfer program.

Main Responsibility and Tasks

  • Facilitate community mobilization, meetings and trainings before the redemption and cash out activities.
  • Sensitize the beneficiaries so that they are aware of project objectives, project modalities, entitlements, right to complain, complaint modalities and redemption/cash out days.
  • Provide trainings/orientation/technical inputs to Field monitor to enhance capacity in relation to multipurpose cash assistance in the programme areas.
  • Lead and oversee the implementation of cash component of the MPC Programme
  • Coordinates with Finance for technical support needed in the field in relation to the programme.
  • Helps in making work plans, beneficiaries identification and budget plan for Cash assistance transfer.
  •  Coordinates with the technical staff coming from across Sectors for planning and implementations of the deliverables .
  •  Provide options to leadership and in management of challenges when visiting the operational areas.
  • Supervises and consult the distribution team in the field.
  • Submits relevant documents to Finance and banks for cash payments to beneficiaries.
  • Prepare and submit reports for CTS and Management and ensure proper accounting for all Cash transfers in the assigned woredas.
  • Represent SCI at the monthly & quarterly Cash based transfer working groups in the response and any other meeting as required to share progress, challenges and appropriate follow up plans.
  • Develop and disseminate Information and Education Communication materials on Cash Based Transfer.
  • Work with the Accountability officer to establish and implement feedback and complaints mechanisms on CBT across the programme areas. This will include documenting all cases reported related to CBT and ensuring that they are handled and references made to the responsible partners.
  • Consolidate, Compile and submit quality reports to Humanitarian coordinator as directed. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program;

Job Requirements

  • Minimum of bachelor’s in accounting, managements, Economics and related fields.

Experience:

  • Minimum two years working experience with similar position.
  • Experience in community setups is mandatory.
  • Working with NGO is advantageous.

Skills/Ability required:.

  • Solid technical skill on community mobilization.
  • Demonstrated skills in IEC/BCC.
  • Strong computer (Microsoft skills), and interpersonal skills.
  •  Demonstrated ability to work effectively in a team environment.
  • Good command in written and spoken English and Local language.
  • Good human relation skills.
  • Language English and Local language is manaatory
  • Respect of Save the Children rules by anyone visiting the program.
  • Willingness to work under pressure and extra hours
