About the Job

Ethiopian Veterinary Association (EVA) is an autonomous not-for-profit and non-political organization that has been operating in Ethiopia since 1974, with registry number 0495. Its overall objective is to advance the veterinary profession, promote the public interest, and advocate for a quality and competitive livestock industry in Ethiopia. EVA envisions becoming one of the top 5 professional associations in Ethiopia and 10 in Africa by 2026. It possesses extensive experience in policy support, capacity building, partnership, development, and execution of various projects funded by large international organizations such as the European Union (EU), USAID, etc.

Recently, EVA launched the implementation of the EU-funded RESTORE project in 8 Ethiopian Regions to improve livestock health and economic stability of the communities severely affected by natural and man-made crises. The project is a joint venture implemented in partnership with the International Livestock Research Institute (ILRI), Regional States, with a broader private sector involvement.

Therefore, EVA is looking for a project cashier to handle the financial transactions of the RESTORE project’s EVA-led components.

Project Summary

The RESTORE project is an EU-funded, 4-year comprehensive initiative aimed at revitalizing livestock health and productivity through restoration of animal health facilities, fostering public-private partnerships, and enhancing animal feed production/management within 8 Regional States of Ethiopia. By improving livestock health and productivity, the project aims to significantly contribute to the livelihoods and economic stability of the local communities.

Position Summary

The Project Cashier will primarily be responsible for handling the financial transactions of the RESTORE project, ensuring transparency, accountability, and efficiency in cash management. This role involves effecting cash payments, issuing cheques and effecting field payments, maintaining accurate financial records, supporting procurement activities, and compliance with donor and organizational financial policies. The Project Cashier will be accountable to the project coordinator and will work closely with the finance expert.

Main duties and responsibilities

Under the guidance of the project coordinator and technical support of the senior finance expert, the position holder shall undertake the following duties and responsibilities:

  • Cash Management:
  • Assist in the implementation of EVA’s policies and procedures, such as authorization limits, cash movements, use of bank payment instruments, etc.
  • Handle all cash transactions, including disbursements and receipts, in accordance with EVA’s financial management policies and donor regulations.
  • Prepare Cash payment vouchers for all cash payments.
  • Maintain accurate and up-to-date cashbooks and financial records.
  • Ensure the availability of petty cash in the safe box all the time, per EVA’s regulations.
  • Ensure the safekeeping of cash and financial documents.
  • Manage fuel voucher and fuel card management, including receipt and issuances, and maintain fuel voucher and card registers in consultation with a finance expert.
  • Processing Payments:
  • Verify source documents for authorization prior to issuing any payments.
  • Process payment requests from project staff and vendors.
  • Travel to project sites and effect payments of authorized expenses.
  • Prepare payment vouchers and ensure proper documentation of all transactions.
  • Finance Reporting/Documentation:
  • Prepare and submit regular cash flow reports to the accountant.
  • Reconcile cash accounts and report any discrepancies promptly.
  • Assist Accountant in the preparing of financial reports (monthly, quarterly, yearly, etc.), ensuring that all financial reports are accurate, timely, and comply with donor requirements and organizational standards.
  • File all bank transaction vouchers in an order, neat, and manageable manner.
  • Procurement Support:

In close consultation with the Accountant, EVA’s procurement committee, and under the guidance of the project coordinator:

  • Assist in the procurement of project items and equipment, including obtaining quotations and supporting deliveries.
  • Support the finance expert in maintaining accurate records of procurement activities.
  • Support in project assets and inventory, ensuring proper documentation and control.
  • Compliance and Audit:
  • Assist the Accountant in preparing project documents for external and internal audits, ensuring all financial records are accurate and up to date.
  • Ensure compliance with donor regulations, organizational policies, and local laws regarding financial management.
  • Support in implementing audit recommendations and promptly addressing any identified issues.
  • Teamwork:
  • Work closely with the project team to ensure strong integration of financial management with project activities.
  • Provide support to other project staff on financial policies and procedures as needed.
  • Promote integrity, transparency, and accountability throughout the project execution period.
  • Stakeholder Engagement:
  • Work closely with the project team to facilitate smooth financial operations.
  •  Support project finance experts in effectively communicating financial information to project partners and stakeholders.
  • Reporting Line and Supervision:
  • The project cashier is directly responsible to the project coordinator and provides reports to the finance expert.
  • Other Duties:
  • Collect and drop signed bank letters to relevant banks in a timely manner.
  • Carry out other related activities in line with month-end and year-end task plans.
  • Support project coordinator and CEO in preparing letters, documents, etc.
  • Support the webmaster and CEO in compiling and updating membership data, including detailed address, etc.
  • Undertake any other duties of EVA as may be assigned by the coordinator, EVA’s CEO and the Management.

Duty Station: Addis Ababa, which has frequent travel to project intervention regions.

Terms of Employment: One year, renewable based on strong performance

About You

Qualifications and Experience

Education: A graduate from a recognized university with 1st degree in relevant fields such as Accounting and Finance or strongly related fields;

Experience:

  • A minimum of 6 years of progressive relevant work experience;
  • Previous technical experience with development projects such as the EU/EDF or USAID/BHA is advantageous.
  • Significant knowledge of compliance, rules, and regulations/guidelines is a plus.

Required Skills

  • Better computer knowledge (Word, Excel, PowerPoint, etc.).
  • Knowledge and skill in accounting/financial management tools (Peachtree, IPSAS, etc.)
  • Good communication and interpersonal abilities.
  • Ability to speak and write English, in addition to local languages.
