About the Job

I Job Summary  

The purpose of the Commodity and Logistics Team Lead FO position is to monitor and support the transport and management of food, agricultural supplies and non- food items  that are provided to the final distribution point/warehouses under the management and supervision of the Field Office. This includes direct management of the FO Commodity Supervisors based at woreda level and the and Commodity Analyst at the FO level.

II Responsibilities 

Job Responsibility #1 Logistics Management of food commodities (20%)

  • Based on the agreed allocation from HO, follow up with the concerned woreda staff and managers to plan food allocation by FDP and send to the commodity and logistics officer HO to raise PRs for commodity transportation service.
  • Monitor daily transportation status with HO staff and other concerned bodies and submit daily and weekly status reports outlining details of food transported including damages and losses between dispatch location and final distribution point
  • Maintain the data at FO level related to secondary and FDPs warehouse, update regularly and share with the commodity and logistics officer HO through quarterly reporting
  • In consultation with commodity and logistics officer in HO, establish and or improve logistics control systems in line with donor regulations
  • Monitor the quality of food received and notify management immediately of any incidences of infestation requiring fumigation or other action

Job Responsibility #2:  Reporting (20%)

  • Receives daily, weekly, monthly, semi- annual and annual reports from all woredas and consolidates at the FO level
  • Produces weekly commodity dispatch and distribution reports and loss claims using the standard formats in a quality and timely manner
  • Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports for internal and external consumptions
  • Supports the collection of audit related documents as required
  • Recommend revisions to generic forms for utilization during dispatch, receipt and disbursement of commodities

Job responsibility # 3: Staff Management and Supervision (20%)

  • Supervise the day to day activities of the commodity and Agricultural input supplies supervisor based at woreda level and Commodity Analyst based at FO level
  • Ensure staff APPAs include KPIs which are continuously monitored and measured against progress
  • Ensure that APAAs (annual and semi- annual) are completed in a timely manner and submitted to HR

Job Responsibility #4:  Monitoring (20%) 

  • Formulate and coordinate all commodity control measures, food tracking systems, accounting systems and generally accepted commodity accounting principles to ensure compliance at all levels
  • Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to the Field Office of commodity and logistics activities, enabling informed decision making and consistency of information presented to stakeholders
  • Conduct frequent field supervision to woreda FDPs to ensure that the overall commodity management is in adherence with minimum standard and donor regulations
  • Closely monitor commodity end use, warehouse management and food handling
  • Ensure that the FO commodity management systems are properly functioning as per the program’s goal and objectives.
  • Produce Field monitoring and supervision report and provide feedback and/ or recommendations to the relevant FO project managers and HO commodity and logistics staff

Job Responsibility #4:  Training and Technical Assistance 10%)

  • Provide technical support for the Field Office commodity staffs regarding commodity management and related issues
  • With HO commodity team, Organize commodity accounting training for selected commodity staff in the Field Office.

Job Responsibility #5:  Networking (5%) 

  • Maintains good relationship and follows-up with all partners at woreda and donors on issues related with commodity management.

Job Responsibility #6:  Other (5%) 

  • Perform other duties as assigned by immediate supervisor and other team members as required.

About You

Iv Qualifications 

  • 4 years of relevant experience with the first degree.
  • 3 years of relevant experience plus post graduate degree.
  • Supervisory skills are mandatory
  • NGO experience is a plus

  • Technical and report writing skills
  • Computer literate
  • Fluent spoken and written English
  • Good communication and interpersonal skills
  • Knowledge of local language is preferred
