This temporary service is part of EngenderHealth’s Lowlands Health Activity (LHA). The USAID Lowlands Health Activity (LHA), funded by the United States Agency for International Development (USAID), aims to improve health and nutrition outcomes in Ethiopia’s pastoral areas. It focuses on enhancing access to quality reproductive, maternal, newborn, child, adolescent, and youth health and nutrition (RMNCAH-N) services. Building on previous USAID initiatives, LHA seeks to address health disparities and strengthen the health system in sustainable ways. LHA leverages USAID/Ethiopia’s investments and aligns with Ethiopia’s Health Sector Transformation Plan (HSTP II) and Health Sector Medium-Term Development and Investment Plan (HSDIP). It collaborates with USAID implementing partners and other development partners to enhance health system resilience and outcomes in targeted pastoralist areas.
LHA is implemented by EngenderHealth in partnership with local organizations (Pastoralist Concern, Ethiopian Muslims Relief & Development Association, Ethiopian Women Lawyers Association) and international organizations (JSI Research and Training Institute, University of North Carolina at Chapel Hill’s Carolina Population Center), LHA works closely with the Government of Ethiopia, Ministry of Health, Regional Health Bureaus, Zonal Health Departments, Woreda Health Offices, health facilities, health workers, and community structures.
LHA operates in 35 woredas across the Somali, Afar, South Omo Zone, and Borena Zone in Oromia regions. To inform the implementation process of LHA, a baseline survey was conducted addressing research questions related to the various RMNCAH-N components. However, it has been demanding to address additional nutrition and GYSI specific information in addition to those collected during the baseline survey.
Type of Service
EngenderHealth seeks the consultant for temporary service to develop electronic data collection forms, prepare training material and deliver training for data collectors, and data management activities to ensure the compatibility of the newly nutrition and GYSI data to be collected with the preexisting Baseline data with acceptable quality.
Purpose of the assignment
The main purpose of this task is to equip field data collectors with the necessary knowledge and skill required to collect quality data electronically from health facilities and conduct data management of nutrition data. The training will focus not only on the content of the questionnaires but also to ensure the technical skills of data collectors on how to collect data electronically using tablets and how to transfer and manage the apparatus. The data management includes encoding variable labels and categories, data cleaning and ensuring its compatibility with the available baseline survey data.
Period of the engagement
The period of engagement will be from February 01 to February 21, 2025, and lasts for 15 days in Addis Ababa (during training and data collection). The period includes all preparation, working and reporting days.
Roles and Responsibilities
For the assigned professional assistance, the consultant is expected to serve as a trainer, and work with other training facilitators and coordinators during the training including responsible to help, monitor, and capacitate trainees in understanding and exercising data management activities (from collection to data use). Besides, the consultant will also manage the data collected and transferred to the server until it become suitable for analysis. Specifically, he/she is expected to carry out the following responsibilities:
- Make the necessary preparatory activities such as preparing both electronic and paper-based training materials that are comprehensive and easily understandable to data collectors
- Availing oneself in the training hall where the training venue is arranged as per the schedule, and delivering the training for two consecutive days
- Facilitate sessions and exercises to ensure appropriate knowledge and skill transfer to participants.
- Co-facilitator in sessions facilitated by other resource person and EngenderHealth staff and make sure each session addresses the training objectives and expectation of participants.
- During data collection, he/she will closely follow the completeness of data collected and transferred to the server. If there are problems, he/she will report to the LHA team for

- He/she will clean the data in the server
- Check the compatibility of the nutrition data with that of existing baseline data.
- Submit brief training report/to EngenderHealth – LHA M&E staff within 3 days following completion of the whole task.
Duration and benefits
The data manager consultant works for 15 days including the training until he/she completes the data management and reports. The applicant for this consultancy service may indicate his/her expected daily payment rate in the application/cover letter. Besides, the applicant must provide his/her CV and financial proposal (daily rate) in two separate envelopes.
About You
Qualifications, experiences, and skills
- BSc/MSc/MPH degree with related experience in data collection in the areas of computer science, IT, or health
- At least four years of experience in data management
