1. ABOUT COMUNITA’ VOLONTARI PER IL MONDO (CVM)
COMUNITA VOLONTARI PER IL MONDO (CVM) is an Italian-based international NGO re-registered with the Federal Democratic Republic of Ethiopia, Agency for Civil Society Organization as a Foreign organization under Certificate number 0941 in accordance with the Civil Society Organizations Proclamation number 1113/2019 to operate in Ethiopia. CVM is active with various projects in orphaned and vulnerable children, domestic workers and maids, minorities, Migration, HIV positive, and AIDS patients. Moreover, it works to guarantee the increase in the availability of water for drinking and agricultural purposes and for the increase in sanitation.
To improve the conditions of the migrant D/W promoting a safer migration cycle CVM in collaboration with the Freedom Fund Ethiopia has launched a project entitled “Ethiopian Safer Migration” since May 2021.
Communita Volontari per il Mondo (CVM) has developed domestic workers’ database system through independent organizations a year ago. Now we have the plan to maintain/repair the database system and website update on the previous system of Andinet Ethiopian DW union.
2. OBJECTIVE OF THE CONSULTANCY SERVICE
The objective of the short-term consultancy service is to update and maintain a comprehensive online and offline database management system that is already developed a year for migrant, returnee, and local domestic workers and their associations. The system will facilitate the follow-up with migrant domestic workers while abroad, creating an emergency line and informal network in case they need support for repatriation or legal and psychological advice to report abuses as well as to follow the status of local domestic workers.
3. OVERVIEW OF THE PROPOSED SYSTEM
CVM has developed database system and a website that already has a domain but the system and the website needs some improvement on reporting, export and import, Amharic vison the website should show the contact and the aims of union in addition the program has online and offline database management system which provide an online and offline platform to link local, migrant, and potential Domestic workers with International Private Employment Agencies in Ethiopia & Abroad, Local Private employment agencies, National and international employers, Domestic workers Associations, and Unions.
The database of local, migrant and potential migrant D/W has been included, but it is not limited to, the following information: a) biographical data, b) country, region and city of work, c) employer details; d) Agencies detail; e) methodology of recruitment; f) salary; g) presence of contract (written /oral); h) level of education; i) affiliation to any associations; j) membership paid; k) follow up with D/W. This system will help also conduct analysis on the association’s data and monitor their activities.
4. SCOPE OF THE WORK
The consulting firm will work closely with CVM, promoting a safer migration project team and the national domestic workers’ union, to elicit requirements and manage the software development life cycle including capacity building and knowledge transfer. In particular, the scope of the work will be as follows:
a. Gap: However, Andinet already has a website and a database program, at this time the union faces some gaps which are mentioned here: – unable to convert the reporting part to exile format, reporting for single-person data, backup, and import. The website also misses parts such as Home, about us, contact us, Vacancy, Resources, and Report/events). In addition, the program sometimes stops and stacks.
b. Update the application and website: Based on the gaps mentioned above, the role of the consultant is to maintain and update the necessary parts.
c. Finalize updating: cross-check the gaps identifies testing by the real data with the administrator, finalize the application and prepare technical documentation and user manuals for orienting the users.
d. Hand over the software: hand over the documented source code, user manuals to CVM with a plan of regular maintenance.
e. Provide troubleshooting and follow-up support: Provide troubleshooting support for at least 6 months after handing over the software. The support should be in person, over the telephone, and via email, as and when necessary.

5. EXPECTED DELIVERABLES
The consulting firm will deliver the following deliverables as part of this assignment:

4. The program stacks and stop any response that needs maintenance
5. The reporting part should include single-person history
6. The reporting part should convert to Excel format for a group of people and single-person history
7. The system should have a backup (import) and import tab which can get easily
8. The Amharic version should be the same as the English version, including the Amharic calendar
9. Import from exile format
10. Data should be automatically transferred to the server through the website /internet/
11. From offline computers backup data can be sent and imported to the server
12. Delivered user’s manual and training materials;
13. Technical follow-up till 6 months.
Job Requirements
6. QUALIFICATION OF THE CONSULTANT
– The consultant must have BSc/MSc in Software engineering and an IT background
– Must have at least 5 years’ experience in Database and website development
7. ETHICAL STANDARDS, INTELLECTUAL PROPERTY and SAFEGUARDING.
Ownership and copyright of all data, drafts and final products of the assignment/ Software database will be the sole and exclusive property of CVM and restricted for public use. The consultant or firm will submit all original documents, materials, and data to CVM.

8. PERIOD OF ENGAGEMENT/TIMELINE
This assignment should be completed within 15 days and technical follow-up for 3 months.
