Job Description Summary

The DCoP Support the CoP with management and of technical aspects of the project, including planning, implementation, project results and deliverables. Assist CoP in building and maintaining productive working relationships with BHA, project partners, and key stakeholders while ensuring compliance with USAID requirements, U.S. government regulations, and World Vision’s policies and procedures; serve as the primary liaison among all project stakeholders.

Justification

World Vision International Ethiopia is currently accepting applications for a Deputy Chief of Party for an anticipated USAID Bureau for Humanitarian Affairs (BHA) funded Rapid Response Mechanisms in Ethiopia. The purpose the mechanism is to facilitate time-bound emergency humanitarian assistance in the wake of an acute shock in any region of Ethiopia.

The Deputy Chief of Party will support the Chief of Part in overall project management, operation, and activity implementation, staff and institutional partner capacity building, stakeholder engagement and government relationships. The successful candidate should possess significant experience managing program, financial, and operations of USAID- or other international donor-funded projects.

Major Responsibility

  • Support the CoP with management and of technical aspects of the project, including planning, implementation, project results and deliverables, in accordance with the project work plan; ensure clarity over plans and priorities, and encourage effective teamwork across the project team comprising staff from partner INGO and LNGO organizations.
  • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with BHA’s annual planning cycles.
  • Assist CoP in building and maintaining productive working relationships with BHA, project partners, and key stakeholders while ensuring compliance with USAID requirements, U.S. government regulations, and World Vision’s policies and procedures; serve as the primary liaison among all project stakeholders.
  • Manage consortium partnerships and maintain collaborative partner relations, ensuring that all partners are aware of the project’s expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium.
  • Coordinate the preparation of project deliverables, including annual work-plans, quarterly and annual reports, final project report and project activity updates, and other project-related communication and reporting materials in accordance with BHA deadlines and branding guidelines; oversee the preparation of quarterly and annual project activity reports, M&E reports (in coordination with DME staff), and other deliverables, as specified in the agreement. Report against the project’s targets
  • Supervise a team of technical staff and ensures clear roles and responsibilities and lines of communication are maintained among the team members. Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.
  • Support the DME staff with facilitating strategy review, lesson learned, and pause and reflect activities, to ensure effectiveness of strategy, and to learn for implementation and adapt the approach / process as necessary, as aligned with USAID’s focus on Coordinating, Learning, and Adapting (CLA).
  • Support the CoP by represent the project at high-level meetings, conferences, and other fora, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community.

About You

Required Education, training, license, registration, and certification

  • Master’s or advanced degree in humanitarian affairs, disaster response, or a closely related field.
  • Fluency in English (spoken and written) is required.

Required Professional Experience

  • Minimum of 8 years of senior-level management experience on donor-funded programs. Previous experience with management of USAID-funded programs is required, BHA preferred.
  • Previous Deputy Chief of Party, or senior management experience in 2 or more of the following specializations: humanitarian and emergency affairs, disaster preparedness and management, resilience, risk reduction, and/or related field in Ethiopia.
  • Experience working in fragile contexts leading emergency responses and programs.
  • Demonstrated strong understanding of USAID’s emergency response approaches and rapid response programming.
  • Proven experience in administrative and financial management for large projects and significant knowledge of BHA compliance, rules and regulations.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
  • Demonstrated experience with managing staff and providing mentoring and capacity building.
  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders.
  • Proven experience in developing and maintaining strong and effective partnerships; including managing sub grantees.
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Experience recruiting, developing, and managing staff and teams.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Experience managing required programmatic and financial reporting requirements.

Travel and/or Work Environment Requirement:

  • Ability to travel within Ethiopia as required
