Purpose of the Job

The purpose of this job is to develop human resource and general service strategies, policies procedures and guidelines and ensure their effective execution; plan, direct, and coordinate the activities of human resource and general service administration to enable the company acquire, develop, retain and effectively mobilize and use the human resource and also manage property administration, maintenance, disposal and office administration; support the operations of other units through the provision of security, transport management, office management, utilities management and other general service activities to realize strategic goals and objectives.

Major duties and Responsibilities

  • Develops human resource and general service strategies, policies, procedures and guidelines and ensures their proper executions; periodically review their effectiveness and recommends amendments.
  • Plans, organizes, directs and coordinates the operations of the department and ensures their effective performance.
  • Ensures a strategy supportive structure is in place and plays vital role in the development of organizational structure, periodic structure revisions and related issues.
  • Advices the management team in the development of annual human resource plan and plays vital role for its proper execution.
  • Develops staff developmental plans, programs, and budgets, and oversees their effective execution.
  • Ensures internal as well as external recruitments, promotion, transfer, reshuffling, job rotation, progressive promotion, and other human resource mobilization issue are implemented in line with the relevant law and internal rules and regulations.
  • Ensures proper management of employee compensation and benefit issues and surveys are conducted periodically to assess changes in market rates and recommends redesign of pay scales and compensation and benefit schemes.
  • Ensure proper administration of employee annual leaves and benefits per the relevant law of the country and the company’s internal rules and regulations.
  • Manages employee relation issues; resolves conflicts and grievances, and ensures disciplines.
  • Ensures assets of the company are getting preventive as well as corrective maintenances and are in safe condition for the intended purpose.
  • Ensures proper arrangements and systems are in place for the smooth running of transport and vehicle management services and their effective implementation
  • Manages vehicles of the company and ensures they are periodically inspected; maintained and repaired to use their service for long period of time.
  • Ensures proper office management system is in place to maintain the good look, ambiance, attractiveness of work environment.
  • Oversees the security activities of the company, approves security plans and ensures security risk free operations.
  • Plays vital role in staff development; motivates, encourages and inspires the workforce under his/her supervision and exercises leadership to ensure that employees are contributing their best effort for the attainment of goals and objectives the company.
  • Manages properly and keeps control of the fixed assets, IT resources, information and other assets of the department and conducts regular/periodic verifications as deemed necessary
  • Set outs appropriate mechanism/s and periodically monitors, reviews, and evaluates group as well as individual performances to check whether groups as well as individual goals are met as targeted.
  • Conducts periodic employee performance appraisals and provides them with reasonable feedback to ensure further improvements in future performance.
  • Ensures that strategies, policies, procedures, plans, annual targets, etc. are clearly and timely disseminated to employees under his/her supervision
  • Performs other related duties as may be assigned by the supervisor.
About You

Education

  • BA or MA degree in Management, Public Administration other relevant field of study.

Experience

  • 7 years for BA degree and 6 years for MA Degree relevant work experience out of which at least 4 years in supervisory/managerial position.
