Summary Statement of Responsibilities / PURPOSE OF THE POSITION:

Participate on strategy formulation; Performs Planning, organizing direct/leading and controlling functions of Management of the department.

To ensures the company M/power Administration- service life cycle performances are inline of Govt & company’s laws, (functions from recruitments, employment, placement, transfer, promotion, Discipline & … to separations stages). Manage Remote- service employee employment team.

Guide & ensures the Development, presentation & get-approved, and implementation of periodic (Long & short) term and annual business level HR-plan, budget, and due & efficient implementation strategies. Study, propose and present Employee work-related Allowances, and Benefits like life and Medical Insurance coverages.

To ensures company code of conduct & business ethics, dressing codes and office ethics awareness of staffs at all level, are complying to those guidelines and on enhancement of cultural development.

About You

Duties and Responsibilities

  • Performs the Planning, directing and control functions of company’s HRM services developments in consultation of HR& Admin V/P  and implements when it is approved.
  • Organize and Prepare company’s HR annual budget in its physical and financial terms (i.e. comprises # of M/power by qualification; wage, allowances, benefits including Social security … & other costs) and follows the right implementation after approval.
  • Participates in appraisal and upgrading / development of Human Resource Management strategy, policies, procedural systems, and compile document for TOP Managements presentation.
  • Prepare annual summery report of Leaves by type, severance pays, growth of manpower and financial impacts for Income-statement and reporting purposes.
  • Ensure the healthy and timely process of DPT’s Services from recruitment of right candidate, placement and all allowances and benefits proper implementation as per company HRM policies requirements.
  • Manage personnel life cycle’s services of the DPT, from recruitment placement, conformation of P/employment, social security ID, transfers, promotion, leaves, compensation and benefit packages & …proper implementation to eligible individuals, to the final separation plans.
  • Arrange, lead and attend meeting of committees, when delegated by higher body/mentor, prepare Minutes and reports for as required.
  • Oversees and Ensures the accuracy and timely of monthly attendance summery sheet for monthly payroll impute and follows the timely salary payment of employees;
  • To disseminate and Advice staff members of all level of offices, on company HRM policies and procedures awareness and ensures the implementation.
  • Oversees and ensures the compliance of staffs to company code of conduct, dressing and the right office ethics.
  • Oversees and conduct instant supervision on level of offices at work to ensures in compliance of company policy and procedures;
  • Handles staff’s exit management, ensures exit interview is filled by departing staff and clearance is complete and final pay is settled.
  • Organize & Attend meetings of (employment, promotion, discipline & other) committee works; Keeps and edit minutes of meeting & made to be signed promptly in consultation with his next supervisor.
  • Attend Negotiation with selected candidates & issue offer letter; by employment types stated in company HRM policy manuals requirements.
  • Prepare and participate on presentation of staff trainings and orientation, about succession planning and staff retention on established MOTI rules & guidelines;
  • Oversees and ensures the appropriate handling of HRM data’s & records administration, types of Leaves by staffs works nature as per MOTI HRM policy procedural manuals.
  • Propose HR services outsourcing, participate in contract preparation and arranges necessary when it approved;
  • Organize and Prepare periodic HRM Reports & statistics; as required by his supervisor.
  • Assist in consolidating the annual HR related report to CEO/ president Office and budget year/Annual plan preparation.
  • Ensures that DPT /functional managers are periodically updated their status of staffing requests;
  • Take delegation, Travel to branch offices to enhance HR procedures & practices as well as disseminate welfare information of staff;
  • Propose and Handles employee relation services, when it is approved;
  • Assists Legal Advisor and the V/P office on court cases;
  • Performs other related tasks as required.

 

Job position’s Requirement: 

Educational Qualification & Skills

  • Bachelor Degree (BA) in HRM, management, foreign language, B/ Administration or in any related field of studies; and 9 (nine) year work experience in HR Mgt., (out of which 3 (three) must on similar Managerial position), from reputable private business company; or
  • Master’s degree in HRM, MBA, or in any related field of S/ studies and minimum of 7 (seven) years of Work Experiences in HR management out of which 2 (two) must be on similar Managerial position; from reputable private business company is required;
  • Please Note: all work experience-years are for the service rendered after graduation of the degree’s stated in front of each requirement.
  • Excellent skill in computer usage (all MS-office package and in other software usages.
  • Fluency skill in spoken and writing, and excellent communication in both English and Amharic languages are mandatory.
  • knowledge of Ethiopian Labor Law, Federal Civil servant laws and on other applicable laws;
  • Diverse /types of Organization’s HRM policies, procedural rules, Principles and practices knowledge in the country (Ethiopia) is important.

  • Strong problem solving, analytical skills, attention to detail, punctuality are required.
  •  Multiple tasks supervision and managing ability at once and maintenance of good working relationship,
  • Excellent communication, persuasiveness, negotiating and presentation abilities in both English & Amharic languages
  • Outstanding problem detection and solving skill,
  • Professionalism, honesty, confidentiality and principled personality are important.
  • Able to plan & perform his DPT duties & responsibilities with no supervision, visibility and quality of work,
