This includes expanding PAD intervention into different parts of the country, including Addis Ababa, Amhara, Oromia, Harari, Afar, Somali, Tigray, Benishangul-Gumuz, Sidama, and the south regional states in Ethiopia.

Job Summary:

The distribution/Shelter Officer is responsible for the efficient planning, coordination, facilitation, and data management of the distribution of goods and services and shelter construction at the project site. This role ensures timely and accurate emergency shelter and NFI delivery, minimizing delays and wastage, and plays a critical role in the supply chain management process and accountability to the affected population.

Overall Responsibilities:

  • Support the implementation of Shelter NFI activities, including targeting, registration, verification, distribution, and follow-up, in coordination with the Shelter NFI cluster and other relevant stakeholders.
  • Develop draft distribution reports.
  • Conduct post-distribution monitoring (PDM) exercises, analyze the results, and draft PDM reports.
  • Monitor the day-to-day implementation of project activities, including undertaking regular field visits to check compliance with the work plan and project documents. Draft progress and other required reports. Identify and document significant project events, decisions, problems, or deviations, and ensure that project data and information are archived and shared appropriately.
  • In close collaboration with the field team, coordinate the release and delivery of required materials and items to the respective sites promptly, check the quality of delivered material, and provide relevant documentation and pipeline projections for planning purposes.
  • Liaise with counterparts and implementing partners, draft progress and other required reports, and ensure that project data and information are archived and shared appropriately.
  • Regularly visit project implementation sites to gain a thorough understanding of how activities are being carried out and to give guidance to the team on areas for improvement.
  • Prepare quality reports that have to be submitted to the government and donors based on their reporting timeliness.
  • Prepare and submit daily, weekly, and monthly reports and submit to the project manager on the work progress.
  • Ensure Sphere standards, both qualitative and quantitative, are considered and any departures documented.
  • Enforce proper project information documentation using activities monitoring, lessons learned, and modifications done from lessons learned and communities’ feedback on project successes
  • Ensure all authorities and communities are kept well informed of the Program’s success and challenges as appropriate.
  • Assist with any other duties as required by the supervisors and stand by for any call for assistance in any place across the country where a demand is needed
  • Familiarize oneself, understand, and implement, according to the area of responsibility, PAD’s policies and procedures on mainstreaming of Gender, and Child Protection.
  • Familiarize one and understand PAD Donor Compliance issues, specifically with the terms and conditions of the Donor the Program is working with, and comply with the same in the area of responsibility.
  • While conducting training, make sure the training report and the signed attendee list are formally addressed to the program team for a central donor file.

Key Responsibilities:

  • Plan and coordinate beneficiary selection and verification activities.
  • Plan and coordinate good distribution activities.
  • Facilitate logistics schedules and routes to optimize delivery times.
  • Develop BoQs, initiate purchase requests, follow up, and ensure the timely accomplishment of the emergency shelter construction activities.
  • Facilitate inventory levels and reorder supplies as necessary.
  • Ensure compliance with safety and regulatory standards.
  • Prepare distribution reports and analyze delivery performance.
  • Address and resolve any distribution issues or discrepancies.
  • Implement innovative solutions to improve distribution efficiency.
  • Facilitate PDM activities.
  • Facilitate the project documentation requests.
  • Train CFM and BSC on CFM, safeguarding, good distribution guidelines, and PSEA.
About You

Qualifications:

Education:

  • Bachelor’s degree and Diploma in Civil Engineering, construction management, or related field.

Work Experience:

  • Minimum of 5 years experience in the shelter construction and distribution of ESNFI.
  • Trained in shelter construction and good distribution guidelines.
  • Experience in shelter NFI response in the Tigray region and being able to speak Tigrigna is a value addition.
  • Strong organizational and time-management skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in logistics software and Microsoft Office Suite.
  • Ability to work under pressure and meet tight deadlines.
