Background
Client supports the Regional Bureau of Women and Social Affairs (MoWSA) and Education (BoE) in implementing emergency responses in conflict-affected areas of Oromia Region. These interventions are delivered through national and international Civil Society Organizations (CSOs) working in Child Protection (CP) and Education in Emergencies (EiE), with a focus on:
- Access to protective and inclusive learning opportunities
- Basic education services for out-of-school children
- Gender-Based Violence (GBV) risk mitigation and response in emergencies
Implementation is carried out in partnership with CSOs including Gurumu, Geneva Global Ethiopia, imagine 1 Day, ODA, and ASDEPO. The interventions are funded by FCDO, SIDA, and the Government of Finland.
The projects are implemented in North Shewa, West Wollega, East Wollega, and Kellem Wollega
Zones of Oromia Region. Due to ongoing insecurity and access constraints in several Woredas, Client has limited ability to conduct regular programmatic monitoring, verification visits, and risk assurance activities.
To address this gap, Client Oromia Field Office plans to recruit Education and Child Protection Monitoring Technical Assistants with experience in emergency programme monitoring and field-based programmatic checks in conflict-affected areas.
Justification
The Education and Child Protection portfolios are expanding rapidly in both scale and complexity in conflict-affected areas, accompanied by increased donor requirements for accountability, evidence, and risk assurance.
Since mid-2020, humanitarian response efforts in Oromia have intensified to address:
- Child protection risks arising from conflict and displacement.
- Disruptions in access to education
- GBV prevention and response needs
- Strengthening and revitalization of local service delivery systems
Client Oromia is implementing integrated Child Protection and Education interventions across 17 Woredas, many of which remain high-risk and access-constrained due to insecurity. As a result, several mandatory programmatic visits and risk assurance activities under Programme Documents (PDs) remain pending.
Access-Constrained Implementation Areas
- North Shewa Zone (9 Woredas):
- Kuyu, Degem, Aga Wayu, Saba Boru, Gira, Wuchale, Debre Libanos, Yaya Gulele, Wara Jarso
- West Wollega Zone (5 Woredas):
- Kiltu Kara, Lalo Asabi, Begi, Boji Dirmaji, Gudetu Kondole
- East Wollega Zone (2 Woredas):
- Wayu Tuka, Leka Dulecha
- Kellem Wollega Zone (1 Woreda):
- Gawo Kebe
- Horo Guduru Wollega Zone (3 Woredas):
- Horo Buluke , Jardega Jarte and Abe dongoru Woredas
To support the risk assurance mechanism, ensure accountability, and verify quality programme delivery, Client plans to recruit one (1) Technical Assistants to conduct field monitoring and programmatic checks in these areas.
Objectives, Purpose, and Expected Results
Under the supervision of the Client Oromia Field Office Education and Child Protection Teams, the Technical Assistants will support the implementation, monitoring, and risk assurance of Child Protection and Education Programme Documents in conflict-affected and access-constrained Woredas.
The assignment will focus primarily on field-based activity monitoring and programmatic checks, documentation, follow-up of action points, and reporting using Client systems, including eTools.
Expected Results (Over Three weeks)
- Effective on-site monitoring of Child Protection and Education activities in access-constrained Woredas Timely submission of:
Programmatic Check reports highlighting achievements, challenges, and lessons learned (6 programmatic check reports)
- Programmatic check reports recorded on the Client eTools platform.
Description of the Assignment
The Technical Assistants will perform the following duties:
- Undertake programmatic checks in access-constrained areas as part of Client’s risk assurance measures and report 5 PV as per the agreed timeline.
- Document findings, identify gaps, and agreed action points with PD partners and local stakeholders and provide detail reports for respective sections.
- Perform any other related duties assigned by the Client Oromia Education and Child Protection Teams relevant to the assignment.
Deliverables / Reporting Requirements
Major Task
- Timely execution of programmatic check visits and monitoring of activities progress in access constrained areas and submission of corresponding reports.
- Compile and document the action points from the field monitoring to respective se and update, resolute and closing of open action point from the programmatic and field monitoring reports
Specific delivery date/deadline for completion of deliverable (please mention as date/no. of days/month)
- Respective mission report (Programmatic check reports) must be submitted to the supervisor within seven days of returning from the mission.

- Approximately 11days of travel and 10 days report compilation of Client programme implementation woredas (access constrained areas) across the Oromia region

Location and Duration
- The assignment will run from 1 June 2026 to 31 June 2026, covering a period of three Weeks. The third-party personnel will be traveling to field monitoring sites for 11 days and 10 days report writing and submission in Addis Ababa and will undertake approximately 11 days of field travel within the contract period.
- Vehicle rental will be paid based on the number of days used by the third party (Vehicle stopped due to fuel and other technical problems, Client is not liable to pay the unused days of vehicle)
- Field missions will focus on conducting programmatic checks of Education and Child Protection interventions in access-constrained woredas of the Oromia Region.
Project Management
The third-party staff will be hired by Client and work under the guidance of the Education and Child Protection teams at the Client Oromia Field Office.
General Conditions: Procedures and Logistics
- The Third-Party personnel will be deployed through the contracted Third-Party company, subject to Client’s approval of the monthly travel plan prior to any field travel.
- The Third-Party personnel will perform their duties at various locations, including the Client Oromia Field Office, relevant CSO offices, and Client-supported programme implementation access constrained sites.
- The Third-Party personnel will receive a onetime mobile airtime/top-up provided by the Third-Party company. All other work materials, including office supplies, shall be provided by the individual.
- Three weeks’ payments to the Third-Party personnel will be made upon submission of a 6 PV activity report, duly reviewed and certified by Client.
- The Third-Party personnel shall not have direct access to Client assets, systems, or resources in the course of their assignment.
- Transportation const will cover by the third-party transportation service under the contract and Domestic air travel costs, using the most economical and direct routes required for official duty travel, will be covered by Client. Unless otherwise authorized by Client, air tickets shall be procured by the Third-Party company on behalf of the personnel.
Expected Background and Experience
The Technical Assistants should meet the following criteria:
University degree in Education, Child Protection, Economics, Sociology, Public Policy, Social Sciences, International Relations, Political Science, or a related discipline
Minimum of three (3) years of professional experience in:
- Emergency response programming
- Education and Child Protection programme implementation and monitoring
- Conflict-affected and hard-to-reach settings (preferably in Oromia)
- Demonstrated experience in Ethiopia’s Education and Child Protection systems, including emergency programme delivery.
- Strong knowledge of national education and child protection policies and systems
- Experience working with international NGOs or international agencies is an asset.
- Strong planning, monitoring, and reporting skills
- Results-oriented, initiative-taking, and committed to achieving programme objectives.
- Excellent analytical, communication, coordination, and advocacy skills
- Strong writing and presentation abilities
- Fluency in English and Afan Oromo is required.
