Reporting To: The Delivery Unit Head (Ministry of Innovation & Technology)
I. Organization’s Strategic Goals
The Ministry of Innovation and Technology is implementing the Science Technology and Innovation Policy, the Digital Transformation Strategy, and the Ministry’s 10-year Strategic Plan. Therefore there should be a vibrant team of advisors and experts that can work under the delivery unit. The Delivery Unit will help line departments achieve outcomes for initiatives that the Leadership deems “mission critical” or top priority. It is established to pressure line departments into tangible actions. The purpose of the Delivery Unit is to inject urgency into the pace of change in delivery to seek significant results in weeks and months, not years. The staff will collect and analyze data to determine what goals the line departments are trying to achieve, whether the activities currently underway meet their goals, and how implementation may need to change to achieve the intended goals.

II I JOB SUMMARY:
The National Electronic Government Initiatives Senior Advisor is responsible for providing strategic advice and support to the delivery unit head on developing and implementing national electronic government initiatives. The Senior Advisor will work closely with the unit head, other government officials, and stakeholders to develop and implement initiatives that improve the efficiency, effectiveness, and accessibility of government services.
SPECIFIC DUTIES AND RESPONSIBILITIES:
Job Responsibility #1: Planning and Management
- Developing and executing delivery plans on e-government initiatives. This includes setting goals, identifying resources, and creating timelines for delivering projects or services.
- Managing risk. This includes identifying and mitigating potential risks to the delivery of projects or services.
- Communicating with stakeholders. This includes keeping stakeholders informed of the progress of projects or services and addressing any concerns they may have.
- Managing resources on the e-government projects. This includes ensuring that projects or services have the resources they need to be successful.
- Managing quality of e-government projects. This includes ensuring that projects or services meet the required standards of quality.
- Managing change on the e-government projects. This includes managing changes to projects or services as they are delivered.
- Managing performance of e-government projects. This includes evaluating the performance of projects or services and making improvements as needed.
Job Responsibility #2: Staff Management and development
- Increasing the quality, scale, and reach of the trainings provided to interns.
- Support the ministry on use of ICT on the efficient management of organizations and enable young interns are involved on this
- Upon request from the ministry, providing strategic guidance on national eGovernment initiatives and policy developments that promote private sector engagement and participation on the area.
- In reference to the digital economy and innovation, providing support for the efficient and effective implementation of the various national eGovernment initiatives with particular reference to enhancing business to government (B2G) and vise versa.
- Support and advise the ministry on digital support so that young men and womens’ skills gaps fulfilled
- Support the connectivity and other digital divide issues are addressed as much possible as the economy can.
- Monitoring and reviewing the performance.
- Prepare KPI’s for the successful implementation of the intern initiatives.
- Arrange a follow-up discussion once per week with experts under the e-government initiative.
- Design and manage a job relevant training for e-government personnel
- Coach and mentor employees working under him/her
- Supervise the Coaching and mentorship activities of interns working in the Ministry.
- Coordinating the interns in the Ministry that are assigned along the eGovernment sectors
Job Responsibility #3 Monitoring, Evaluation, Networking
- Monitor and evaluate projects under e-government senior advisor team
- Participate in national and international workshops and networking sessions that have a direct or indirect impact on the priority projects
Job Responsibility # 4 Reporting
- Providing regular updates on the progress of projects or services. This includes providing information on the status of projects, any challenges or risks that have been identified, and any progress that has been made.
- Communicating any changes to plans or timelines. This includes providing information on any changes that have been made to the delivery plan, such as changes to the scope of work, the budget, or the timeline.
- Providing information on any risks or challenges that may impact the delivery of projects or services. This includes providing information on any risks or challenges that have been identified, as well as any steps that have been taken to mitigate these risks.
- Providing information on the performance of projects or services. This includes providing information on the quality of the work, the satisfaction of stakeholders, and the cost-effectiveness of the delivery.
- Responding to any questions or concerns that the unit head may have. This includes providing information on any questions or concerns that the unit head may have about the delivery of projects or services under his/her supervision.
About You
Education/Training
- MSc degree in information technology, computer science or related field.
Experience
- At least seven years of experience in information technology industries and academia, from which a minimum of 2 years should be directly on e-government development projects.
- The candidate should also have a good experience and knowledge of the digital Ethiopia 2025 strategy in the Ministry of Innovation and Technology.
- Experience working in a political environment and demonstrating the ability to navigate the political landscape to deliver on the Ministry’s top priorities.
