Job Summary

The WASH infrastructure officer is responsible for planning, implementation, monitoring, and reporting of WASH and related interventions of the GAC project. The position is also responsible for leading community engagement, community changes, building and maintaining local partnerships, building community and government partner’s capacity, and strengthening community-led initiatives/innovations in the Water, Sanitation, and Hygiene program to improve and sustain the well-being of children and families.  The WASH infrastructure officer will work closely and collaboratively with the project’s other technical program officers and community facilitators. The WASH infrastructure officer is expected to work to increase access and the use of improved water supply and sanitation facilities, facilities fostering protection, and improve Key behaviors of hygiene. The WASH infrastructure officer reports hierarchically to the Emergency response coordinator.

Principal Responsibilities

Key Result #1- Planning, Design, implementation and reporting

  1. Plans, implement, coordinate, monitor, and report WASH activities of the project in compliance with the approved targets and objectives;
  2. Develop appropriate IEC materials related to WASH in close discussion with the WASH Coordinator and other project staff.
  3. Gather WASH-related information from Governmental, Non-Governmental, and other appropriate sources at the district level and share it among project staff and FH/E
  4. Work closely with the Emergency responses coordinator, WASH Coordinator, and GBV case workers in the management and construction of WASH durable solutions including major infrastructure maintenance and construction of safe space for protection.
  5. Closely works with project officers and Community facilitators on the establishment of key behavioral changes in hygiene and sanitation in the community.
  6. Implement and monitor WASH project activities concerning the planned project implementation schedule.
  7. Ensure sustainability of WASH interventions in collaboration with concerned stakeholders and partners.
  8. Facilitate the installation and rehabilitation of Water supply schemes including shallow-well maintenance, hand-dug well rehabilitation, and safe space construction.
  9. Ensure water quality tests are conducted for all constructed and rehabilitated water supply schemes water trucked.

Key Result #2 – Capacity Building Activities       

  1. Train to ensure local capacities are onboard to manage the water supply scheme
  2. Train members of traditional groups (CBOs) on latrine quality improvements
  3. Establish and train WASH committees and water user associations, in collaboration with the WASH program coordinator
  4. Facilitate training to government experts on Water Quality and Safety and facilitate the provision of water treatment chemicals
  5. Identify observed capacity gaps of staff under the project areas and make necessary recommendations for improvement
  6. Facilitate on-job training and technical support to woreda-level water sanitation and hygiene experts

Key Result #3- Monitoring & Learning

  1. Conduct regular monitoring of activities using the pre-designed monitoring tools for WASH interventions as per GAC requirements
  2. Participate in preparing periodic progress reports and ensure quality and consistency of reports.
  3. Collect gender, age, and disability disaggregated data on time.
  4. Keep proper documentation of project periodic reports, note the project milestones, deliverables, and other documents
  5. Conduct latrine audits in ODF and non-ODF kebeles to identify gaps and needs in consultation with the WASH program coordinator
  6. Apply basic guidelines and standards for WASH projects in consultation with the WASH program coordinator
  7. Participate in the mid-term and terminal evaluation of WASH interventions.

Key Result #4 – Partnership and networking 

  1. Cooperate with other program staff to ensure good integration with other program areas in general and sanitation and hygiene promotion in particular.
  2. Establish and maintain smooth-working relationships with appropriate governmental (mainly Hygiene and sanitation focal person at the health office), non-governmental, faith-based, and community-based organizations working in related fields at the district level.
  3. Carry out any other relevant duties assigned by the immediate supervisor.

⮚ In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization and implement the recommendations

Safety & Security Responsibility

⮚   Each FHE staff member should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.

⮚ Every FHE staff member has an obligation to learn and understand the security situation where they are located.

⮚ Each FHE staff member should adhere to all pertinent policies concerning safety and security.  This includes, but not limited to, personal safety, road safety, etc.

⮚  Has a responsibility to become familiar to social, cultural and other associated features of their duty stations;

⮚  Abstain from inappropriate or offensive behavior that can put FHE in a difficult position, impair operations, and jeopardize the health and welfare of all staff of FHE.

⮚ All FHE staff should promotes safe conducts and exercises caution in all work activities; staff should accountable for own personal and professional actions and conduct;

About You

Job Level Specifications

Education and Experience

⮚ BSc Degree in Hydraulics and water resource Engineering, Environmental Health, Water Supply and Sanitation, Environmental Engineering, or other related fields.

⮚  At least three years’ work experience in a relevant WASH-related field, and similar role. NGO experience is preferred.

Distinguishing Competencies

  • Good influencing and communication skills, and demonstrable capability in relationship building at all levels.
  • Technical Training qualifications required:  Training on WASH such as PHAST CLTSH, and MBS
  • Prior knowledge and practice of conflict sensitivity and Do-No-Harm Principles have added value
  • Prior experience and knowledge of Building Better Responses in an emergency setting have added value
  • Prior Experience and knowledge of water trucking operation management
  • Prior experience and Knowledge on field level water quality testing have added value
  • Prior experience and Knowledge of WASH integration with protection concerns have added value     

Language

  • Proficiency in both spoken and written English
  • Knowledge of the local language (Amharic)
