Roles and responsibilities of the Enumerators;

Enumerators are the front-line personnel responsible for collecting data from respondents during household, firm, phone and any other surveys. They play a crucial role in ensuring the quality and accuracy of the data collected, which ultimately informs decision-making and policy-level interventions. The following role and responsibilities are expected from each enumerator to a specific Survey.

Pre-survey activities:

Attend training sessions:

  •    Thoroughly understand the survey instruments, data collection protocols, and ethical guidelines.
  • Actively participate in the review and provide relevant feedback on the data collection tools and guidelines.

Familiarize themselves with the survey area:

  •   Study maps and other resources to locate assigned households (youths) and navigate the survey area effectively.

Prepare survey materials:

  •    Ensure they have all necessary equipment, such as Tablets, questionnaires in hard copies for reference, power banks, chargers, data collection tools, and identification badges/support letters.

Practice interviewing techniques:

  •    Role-play scenarios and practice asking survey questions in a clear, concise, and unbiased manner.
  •    Pilot testing of questionnaires (using mock interviews in training room and field-level)
  •    Provide relevant feedback on the data collection tool and survey protocol.
  •    Attend a post-pilot debriefing session.
  •   Attend all performance assessments and score above the threshold.

Data collection:

Visit households, firms or any other respondents relevant for the research assigned by the supervisor:

  •     Locate households, introduce themselves professionally, and explain the purpose of the survey.
  •   Provide identification card or support letter for the respondent as required.

Obtain informed consent:

  •     Explain the confidentiality and anonymity of data, answer respondent’s questions, and secure informed consent before proceeding with the interview.

Conduct interviews:

  •    Ask survey questions accurately and neutrally, recording responses carefully and objectively.
  •    Each enumerator is expected to complete the minimum number of interviews assigned per day.
  •      Each enumerator is expected to sync all data collected daily.

Probe for clarification:

  •    Ask follow-up questions to clarify responses and ensure complete and accurate information is captured.

Maintain confidentiality:

  •     Treat all information obtained during the interview with the utmost confidentiality and respect.

Complete questionnaires:

  •      Accurately record responses, ensuring proper data entry and adherence to formatting guidelines.
  •     Each enumerator is expected to exert maximum effort to conduct interviews with the given respondent and try to make call backs at least 10 times within three days.

Handle refusals:

  •     Respond professionally and respectfully to refusals, attempting to address concerns and obtain participation if possible.

Data Quality Assurance:

  •     Each enumerator is expected to complete interviews with due attention for data quality.
  •    Each enumerator is expected to support the supervisor for any data quality control activity.
  •   Each enumerator is expected to revise, correct, confirm or re-interview for all rejected data from the head quarter that have data quality issues.

Post-survey activities:

Review and verify collected data:

  •    Check for missing information, inconsistencies, and errors, ensuring data quality.

Submit data and materials to supervisors:

  •     Properly submit all materials to the supervisors in the expected condition.
  •     Properly hand over all qualitative and quantitative data and additional information to the supervisor.

Participate in debriefing sessions:

  •     Attend the post-fieldwork debriefing session as required and provide feedback on data collection experiences and suggestions for improvement.

Maintain professional conduct:

  •    Uphold professional ethics and regulations throughout the data collection process.

Additional responsibilities:

  • Adhere to safety protocols: Follow workplace safety guidelines and take necessary precautions during field visits.
  • Build rapport with respondents: Create a positive and trusting environment to facilitate open and honest responses.
  • Resolve logistical challenges: Manage unexpected situations and adapt to changing circumstances effectively.
  • Maintain accurate records: Keep detailed documentation of field activities and encountered challenges.
  • Maintain a positive attitude: Remain patient, motivated, and committed to achieving high-quality data collection.

Enumerators play a vital role in the success of any survey. Their dedication, professionalism, and commitment to data quality are crucial for ensuring reliable and accurate information that informs impactful policies and interventions.

Job Requirements

Qualification and Experience:

  •     BA/BSc in Agricultural Economics, Agronomy, Horticulture, Rural Development, Animal Science, Veterinary, Economics, Business Administration, Statistics, Public Health, Medicine, Nursing, Food Science, Data Analysis, Social Work, Development Studies, Sociology and other similar fields
  •    0 – 1 years’ experience in data collection, surveys, or interviews.
  •     Experience working with statistical software or other data analysis tools is beneficial.
  •    Strong analytical and problem-solving skills.
  •    Ability to think strategically and be solutions focused.
  •    Ability to build relationships and understand stakeholder needs.
  •     Excellent facilitation and stakeholder management skills.
  •    Ability to manage complex project and multi-task.
  •     Proactive, and able to work independently and with minimal supervision.
  •     Ability to work under pressure and meet short deadlines.
  •    Ability to communicate in a clear, concise, and unambiguous manner both through written and verbal communication.
  •    Ability to tailor messages and chose communication methods depending on the audience.
  •     Ability to communicate the value of our service.
  •     Knowledge and understanding of client engagement, and partnership management.
  •    High level of written and oral communication skills.
