Background
The Fenot: Achieving Excellence in Primary Care project, implemented by the Harvard T.H. Chan School of Public Health, aims to support the Federal Ministry of Health and Regional Health Bureaus in improving health financing and using evidence in policymaking and program decisions. Fenot supports the Oromia Health Bureau (OHB) in using financial data to strengthen the implementation of health financing reforms and build the capacity of the health bureau, including lower-level systems in resource mobilization, allocation, utilization, and equity. Fenot also supports the Oromia Health Bureau by convening several forums and platforms for increasing evidence generation and translation, including the Scientific Advisory Panel (SAP) and Galaa Session research presentation to link researchers and practitioners to facilitate prioritization, co-creation, dissemination, translation, translation, and use of evidence for policy and operational decisions. Furthermore, Fenot also contributes to the strategic thinking on key program areas in the management of the Oromia Health Bureau. Hence, this position will be located at Oromia Health Bureau and Fenot Office, Addis Ababa, Ethiopia.
Specific Duties and responsibilities
  • Contribute to the efficient and effective implementation of evidence generation, synthesis, and use – analyzing routine and primary data, synthesizing existing evidence, and writing scientific and policy papers.
  • Strengthening the use of evidence by the regional health system for policy, strategic, and operational decisions.
  • Responsible for bringing innovations in implementing health financing reforms and disseminating and translating evidence to policy using various platforms – including, but not limited to, SAP and Galaa sessions to improve health system performances in the region.
  • Work with the Oromia Regional Health Bureau and Fenot staff members to support (routine) data analyses on priority topics.
  • Support the organization and conduct of policy dialogue based on products of the SAP, think tank discussions, and other existing literature.
  • Support other activities that strengthen the use of evidence for health policy at the OHB and subregional levels including:
  • Prepare and submit detailed quarterly and annual work plans and track implementation.
  • Collaborate on other technical, analytic/research works relevant to the TOR for this position
  • Provide technical assistance to regional data analysis and learning initiatives.
  • Other activities are to be determined by the Oromia Health Bureau Head or Fenot Project Director (or persons assigned by them)
Workplace
  • The Specialist will be stationed at the OHB (70%) in Addis Ababa and the Fenot office (30%) in Addis Ababa. Affan Oromo knowledge is an advantage.
Duration of employment
  • A one-year contract with a possibility of extension based on performance and funding availability.

Job Requirements

Minimum Requirements
  • The incumbent will have the following minimum qualifications and competencies:
  • Advanced university degree, master’s degree or above in health systems, health economics, public health, and related fields.
  • Ph.D. in public health or related field is an asset.
  • Three or more years of experience in evidence-to-policy translation (knowledge translation) activities
  • Seven years of experience in health system research, data analysis, and writing scientific documents is required.
  • Experience in implementing health systems and pilot implementation research projects are advantages.
  • Peer-reviewed publications and policy/issue brief preparation must demonstrate research and analytical skills.
  • Proficient in data analysis packages such as Stata, R, or ATLAS.Ti, NVIVO.
  • Knowledge of the Ethiopian health system and the health policymaking environment/context.
  • Experience and knowledge in the coordination and management of complex activities.
  • Work collaboratively with colleagues to achieve organizational goals; solicit input by genuinely valuing others’ ideas and expertise; is willing to learn from others.
  • Develop clear goals consistent with agreed strategies; identify priority activities and assignments and use time efficiently.
  • Fluency in spoken and written English is required.
