About the Job

Job Purpose: To support the Field Security Coordinator (FSC) in ensuring that effective security measures for the Response Office programs are properly planned, implemented, and aligned with the national security context. Lead efforts to optimize organizational security and mitigate operational risks by establishing robust security systems and mechanisms that promote an institutional culture of safety and security. Serve as Acting FSC in his/her absence, ensuring continuity of security leadership and oversight.

Major Responsibilities:

  • Develop and implement the Response Office security strategy in alignment with World Vision’s global security policies, ensuring that operational priorities and program objectives are effectively supported.
  • Ensure that Security Risk Assessments (SRAs), Context Risk Ratings (CRRs), and Core Security Requirement (CSR) standards, processes, and procedures are conducted and updated in full compliance with current WV Safety, Security, and Resilience (SSR) guidelines and training.
  • Provide leadership, guidance, and oversight to security focal persons across the Response Office, ensuring consistent application of security protocols and strengthening field-level security capacity.
  • The Response Office remains fully aligned with all current World Vision policies, guidelines, and strategic priorities.
  • Collaborate with the Response FSC to conduct Security Risk Assessments as required or directed.

  • Under the supervision of the Field Security Coordinator (FSC), the Field Security Officer (FSO) is responsible for carrying out both descriptive and operational security functions in alignment with World Vision (WV) Safety and Security (S&S) policies and approved Standard Operating Procedures (SOPs). The FSO is expected to perform at an intermediate level of professional practice, providing direct support to the WV International FSC to ensure full compliance with all established safety and security protocols.
  • To enhance the safety of staff, safeguard organizational assets, and support uninterrupted humanitarian operations in the field.
  • The Field Security Officer (FSO) is responsible for receiving, analyzing, advising on, and disseminating all relevant safety and security (S&S) information to the Field Security Coordinator (FSC), World Vision staff, contractors supporting WV projects, and visitors.
  • To ensure a well‑informed workforce, strengthened operational security, reduced exposure to risks, and a safe environment that enables uninterrupted humanitarian operations.
  • Managing day‑to‑day security incidents—including theft, minor assaults, and localized community disputes—remains a continuous priority, alongside ongoing challenges such as staff‑movement tracking, routine risk assessments, and addressing information gaps that hinder timely decision‑making. Additionally, effective oversight of guards, access control procedures, and incident reporting systems is essential to ensure operational continuity and maintain a secure working environment.
  • These combined efforts strengthen overall security management, improve response effectiveness, and support safer operations for staff and assets.
  • Coordinate the assessment, development, and implementation of the Response Office’s security capacity‑building plan, ensuring that all activities are informed by localized security risk assessments. Additionally, promote a strong culture of security awareness across the office and regularly monitor staff compliance with established security policies and procedures.

  • Provide regular security reports to the FSC, ensuring timely and accurate updates on all relevant developments.

  • Maintain communication on local security developments, incidents, and travel permissions.

About You

Required Education, training, license, registration, and certification

  • BA in Police/Law Enforcement Training
  • ​Passing the HEAT course is mandatory. Employment confirmation for the security officer is contingent upon successful completion of the HEAT training within 90 days of employment or an approved SSR-equivalent course during the probation period.

Required Professional Experience

  • Minimum of three (3) years of proven experience in a recognized security field—public, private, government, or NGO sectors.
  • Strong leadership, diplomatic, and motivational skills, with the proven ability to influence and coordinate effectively at all levels—upward, across departments, and with field teams. Demonstrated capacity to build and sustain strategic relationships by engaging key leaders, establishing credibility, resolving challenges, fostering consensus, and driving operational objectives to successful completion.

Travel and/or Work Environment Requirement

  • Office-based with 30% domestic to process procurement

Language Requirements

  • Strong communication skills in both English and the relevant local language, with the ability to convey information clearly and effectively—verbally and in writing—especially during crisis situations. • Proficient in computer applications, including Microsoft Word, Excel, and PowerPoint.
