ABOUT THE ORGANIZATION
The Well in Action (TWA) is an Ethiopian Resident Charity Organization. TWA intervention in Ethiopia is to contribute to sustainable improvement of living conditions of the small holder farmers and deprived people. This can be achieved by performing projects which focus on improving agricultural productivity, and stimulating entrepreneurship that are implemented both in rural and urban contexts.
Job Summary
The purpose of the Finance and Administration Manager position is to establish, coordinate, administer, control, monitor, and periodically summarize the extent of financial operations and performance of the field office and oversee all aspects of human resources practices and processes. She/he provides effective and efficient support and advice to the Area Coordinator, Project Managers, and other team members as required.
RESPONSIBILITIES AND TASKS:
- Develops mechanisms to ensure that operations of TWA are implemented cost- effectively.
- Ensures that books of accounts are maintained, check, receipts and other financial documents are kept properly and that they are safeguarded against misuse;
- Prepares and supervises the preparation of financial analysis with regard to Advances, sub grants, payables and donor contract amounts;
- Supervises/prepares the Field Office payroll, including taxation, withholdings, Pension, and accrued benefits;
- Follows up that taxes, insurance payments and collection are handled on time;
- Verify monthly/Quarterly “Request for Cash Transfer”
- Analyse records of current and past operations to determine trends;
- Verifies and reconciles Bank statement with projects book balances on a regular basis to ensure proper cash monitoring;
- Analyse financial statements and other related reports to identify problem areas, takes remedial action where necessary and makes appropriate recommendations to management;
- Ensures that required financial information is made available to internal and external auditors;
- Prepares and submits quarterly budget Vs expenditure report to Management, Government Offices for monitoring and follow up;
- Submits monthly financial documents and reports to TWA Management and Internal Auditor for review.
- Ensures Cluster office compliance with TWA’s accounting system as per TWA Finance and Administration policy and procedures manual
- Familiarize with all current contractual donor obligations and the donor compliance implementation plan;
- Assist Area Coordinators and Project Managers in the preparation of annual operating budget and project proposals;
- Identifies financial management training needs of Field Office staffs and give appropriate training.
- Plan, coordinate, and direct the administrative functions of the organization.
- Oversee the recruiting, interviewing, and hiring of new staff;
- Consult with management on strategic planning;
- Bridging management and employee relations by addressing demands, grievances or other issues
- Oversee and manage a performance appraisal system that drives high performance

About You
Education
MA/BA degree in accounting or Financial and business Management
Experience
10 years’ work experience in the field: 5-6 years’ work experience in Private or government on financial management, and Human Resource administration. At least 5 years’ work experience in NGO financial management and administration
Skills
- Advanced computer skill, practical experience of International Public Sector Accounting Standards (IPSAS) reporting System and Peachtree accounting
- Proven Skills in budget planning; financial reporting
- Proven skill and track record in coordination, partnership building, multi- stakeholder engagement, networking, effective communication & facilitation,
- Ability to meet tight deadlines and work independently
- Proficiency in English, both verbal and written
