Job Summary:

You will help coordinate and contribute to the implementation of the Country Program’s (CP’s) accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting financial transactions by compiling, analyzing, and verifying account information; preparing account entries; and delivering financial reporting services.

 Job Responsibilities:

Subrecipient financial management

  • Assess and regularly monitor subrecipients ability to safeguard financial resources entrusted to them. In addition, assess and monitor their ability to accurately record and post all financial transactions.
  • Work closely with sub-recipients to ensure that they design and implement effective internal control improvement plans.
  • Build and strengthen the capacity of sub-recipients in the area of financial management.
  • Ensure donors’ requirements are included in subrecipients’ agreements, and systems are in place to promote compliance.
  • Ensure the sub-recipients advances and liquidations are managed in accordance with the Subrecipient’s Financial Management Policy and the terms of the related sub-recipients agreements.
  • Monitor grant agreements to ensure spending is within obligated budgets and the approved project periods; communicate with budget holders/program managers when new agreements are signed, or existing agreements are modified.
  • Understand and keep abreast of changes in the local legal environment and ensure that the subrecipients adhere to local laws that pertain to taxation and other areas of financial management.
  • Maintain good working relationships with sub-recipients based on mutual respect and effective communication.
  • With collaboration with the finance staff assist internal, government and/or donor audits.

Managing Gateway

  • Update the Monitoring Schedules with planned Visit Dates when monitoring trips are planned and actual Visit Dates after the monitoring trips are completed.
  • Upload monitoring trip report and other related documents.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of two years’ experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
  • Knowledge of the relevant public donors’ regulations preferred.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications.  Knowledge of Oracle Applications/Project Insight financial accounting package or similar financial reporting software preferred.
