Job summary

The Gender Officer plays a key role in integrating gender-sensitive approaches throughout the project, ensuring that the needs of women, men, boys, and girls are adequately addressed in all activities. Reporting to the Health Program Officer, the Gender Officer will be responsible for gender analysis, promoting gender equality and empowerment, supporting self-help groups, and ensuring that health outcomes are improved in a gender-inclusive manner. The Gender Officer will also help to strengthen the capacity of Health Extension Workers (HEWs) and community members to deliver gender-responsive health services.

Specific duties and responsibilities 

  • Assists in the preparation of the annual project work plan and budget;
  • Lead and participate in gender analysis that helps understand gender gaps in the community.
  • Assist in gathering and reporting gender-disaggregated data to monitor the impact of project activities on women, men, boys, and girls
  • Ensure that project reports include a strong gender analysis and that lessons learned from a gender perspective are incorporated.
  • Support the Health Program Officer in tracking project progress and measuring improvements in gender equality, women’s empowerment, and health outcomes.
  • Build the capacity of local stakeholders, including HEWs, community leaders, and women’s groups, on gender equality and equity.
  • Supports the identification of training needs, development of training materials and tools, and participates in the delivery of training on gender issues for stakeholders, and wider audiences, such as government officials, partners, and local groups.
  • Build the capacity of local stakeholders, including HEWs, Village Health Leaders, community leaders, and women’s groups, on gender equality and equity.
  • Advocate for gender-sensitive policies and practices within the community and among stakeholders.
  • Work closely with other project staff, local government officials, and community leaders to promote gender equality and women’s empowerment.
  • Assists in developing and updating advocacy materials and information, education, and communications tools through networking with women’s organizations to ensure adequate coverage of national-level
  • Ensure the implementation of the PSEAH, PGBV, and prevention of harmful customary practices initiatives throughout the project implementation
  • Support Health Extension Workers (HEWs) and Village Health Leaders in delivering gender-responsive health services.
  • Work closely with community leaders and stakeholders to strengthen the health extension program, women empowerment and data management
  • Conduct regular monitoring visits of the gender interventions jointly with stakeholders and individually.
  • Prepares and submit weekly, monthly, quarterly, and annual plans and reports to the program officer,
  • Adhere to the PSEAH Policy and Code of Conduct, and report all concerns of any suspected violation of these policies.
  •  Stick to the WEEMA HR Manual, Child Protection Policy, Gender Strategy, Whistleblowing Policy, Safety and Security Policy and PSEAH Policy.
  •  Performs other duties as assigned by the Program Officer.

About You

Minimum qualifications 

Education/training

  • BA in Gender Studies, Social Work, Public Health, Development Studies, or a related field.

Experience

  • 4 years of relevant work experience.

Technical and other skills 

  • At least 4 years of experience in gender mainstreaming, gender analysis, or women’s empowerment programs, preferably in rural settings.
  • Strong knowledge of gender equality and gender equity frameworks and their application in health and community development programs.
  • Experience in facilitating women’s empowerment and economic development initiatives.
  • Familiarity with data collection, gender-disaggregated reporting, and gender-sensitive project monitoring.
  • Excellent project management and organizational skills.
  • Ability to facilitate gender training and discussions in a culturally sensitive manner.
  • Empathy and positive regard for others in verbal and non-verbal communication.
  • Punctual, providing respect, collaborative problem solving, and honest communication.
  • Proficiency in computer applications including MS Office.
  • Have a driving license and ability to drive a motorcycle.
  • Trusting relationships by acting with integrity, courtesy, and responsibility.
  • Meet all required standards of confidentiality and safety.
  • Good English and Amharic language skills; Local language is desirable.

Working Conditions:

This position requires fieldwork, including regular travel to rural communities within the project area. The Gender Officer will work closely with the Health Program Officer, Empowerment and Gender Program Manager, and other project team members.
