Resolve to Save Lives (RTSL) is a US-based, global public health organization with a mission to prevent 100 million deaths from heart disease and to make the world safer from epidemics. Resolve to Save Lives’ Prevent Epidemics unit works closely with Ministries of Health and national public health institutes in Africa to strengthen epidemic preparedness capacity, accelerate disease detection and response, and to use data effectively to inform action. In addition to direct partnership with governments, we also work with implementing partners including US CDC, the World Health Organization, World Bank, and Global Health Advocacy Incubator to implement programs, prototype new innovations, and ensure sustainability through increased national ownership, including domestic budget allocations. Our evidence-based approach highlights that effective epidemic response is intrinsically tied to cross-sectoral partnerships, national and sub-national coordination, community engagement, and ongoing strengthening of public health systems. To that end, we partner closely with national and sub-national teams in countries like Nigeria, Ethiopia, the Democratic Republic of Congo, and Uganda through a range of different staffing and partnership models. We empower institutions to embrace strategic management practices, institute consistent quality improvement protocols, and cultivate an environment conducive to epidemic preparedness. One of our primary interventions is to fund and support dedicated in-house preparedness units, known as “Acceleration Teams” and strengthen country health architecture for epidemic preparedness.
Position Purpose:
The Health Financing Advisor plays a pivotal role in strengthening and scaling our efforts in Ethiopia on strengthening IHR projects including supporting EPHI and other key sectors on the implementation efforts of NAPHS. The Health Financing Advisor will be responsible for providing technical support to the EPHI grant team with a focus on resource mapping and other evidence generation activities and domestic and external resource mobilization strategies and efforts. The Health Financing Advisor reports to the Principal Manager, Prevent Epidemics. This position is embedded within the Strategic Affairs directorate of EPHI and will work closely with the PHEM DDG.
Roles and Responsibilities:
- Identify funding gaps and opportunities for NAPHS implementation in the health sector, in coordination with implementing sectors
- Support improved domestic financing of the annual operational NAPHS through technical assistance and support to EPHI and other sectors, including MOF, during budget development and approval stages.
- Provide recommendations on domestic and external resource mobilization strategies to fill financing gaps for high-priority, high-impact activities within the NAPHS, including developing a budget advocacy strategy working with stakeholders across MDAs.
- Conduct resource mapping and expenditure tracking for NAPHS implementation and monitoring.
- Coordinate within government and partners on reforms related to emergency financing
- Share reports to stakeholders on platforms like NAPHS review meetings
- Organize resource mapping and mobilization workshops with EPHI for NAPHS and other EPHI public Health Emergency Management (PHEM ) plans – EPRP (Emergency Preparedness and Response Plan)
- Provide technical support on the routine activities of the grant management office of EPHI focusing on PHEM activities.
About You
Qualifications:
Experience, skills and competencies.
- Master’s degree or higher in a relevant field (e.g., public health, health economics, economics and related disciplines)
- At least 8 years’ experience in health economics and/or financing
- Good understanding of government budget cycle and allocation process
- Experience with conducting resource mapping or tracking, including data collection and analysis
- Familiarity with Ethiopia’s donor funding landscape for health
- Proven ability to work collaboratively with key leaders and technical teams within EPHI, and other key sectors
- Results and impact-oriented, with a problem-solving attitude
- Fluency in English
- Familiarity with epidemic preparedness is desired, but not required
Duration: 2 years, with the possibility for renewal
Setting: Qualified candidates will be based in Addis and required to work from the Ethiopian Public Health Institute premises.
