Integrated Service on Health and Development Organization (ISHDO) is registered non-governmental organization. ISHDO is funded by USAID as prime under the President’s Emergency Plan for AIDS Relief (PEPFAR) to implement a three years Family-focused HIV Prevention, Care and Treatment activity in Oromia Region. The Activity will be implemented in partnership with other sub local implementing partners. The activity aims to accelerate and sustain HIV epidemic control in Ethiopia through the delivery of high impact Family-focused HIV prevention, care, and Treatment Activity in selected 41 woredas of Oromia regional state.

The purpose of this award is to strengthen local HIV epidemic control to achieve the goal of 95 percent of individuals living with HIV know their status, 95 percent of persons living with HIV initiated  antiretroviral therapy and 95 percent of on antiretroviral therapy achieve viral load suppression by 2030. HIV mitigation services for vulnerable children will focus on case finding  and linkage to HIV treatment among undiagnosed children living with HIV, on achieving better health outcomes through HIV viral load suppression and establishing interpersonal, family and community norms to achieve HIV and violence prevention (9 to 14-year-old children).

Job Summary:

Under the supervision of the area office coordinator, the HIV service officer is responsible for the technical oversight and support for the HIV service related activities of Family-focused HIV Prevention, Care and treatment activity and Implementing partners operating under the area coordinating office at Adama or Ambo. The support focuses on specifically on HIV case finding  through index case testing ,HIV self-test , linkages to treatment , adherence support  including assessing HIV risk, comprehensive cross referral case management systems and tracking of referrals.

She/he provides evidence-based technical support; support the development of strategic approaches to learning and leveraging HIV programs throughout the portfolio and in collaboration with PEPFAR clinical and community programs as applicable, attend meetings related to HIV case finding, care and support with government stakeholders, partner organizations and different community structures. The HIV service Specialist will also work closely with other project staff in the retention and adherence of PLHIV on treatment to ensure viral suppression.  The HIV Specialist will be responsible for achieving deliverables, document, report activities and perform other duties as assigned by supervisor.

Responsibilities:

  • Collaborates with the area program team and  implementing partners in the cluster area partners  to achieve project objectives and strategies, to deliver targets and the  operational plans
  • support technically IPs in the  activities on HIV case finding through index case testing ,HIV self-testing ,improve engagement , retention and adherence of  PLWHA in care,
  • Support the adaptation of frameworks ,guidelines and job Aids on HIV service delivery to the project target in collaboration with partners
  • Lead or participate in integrated HIV service delivery trainings rollout to IPs and its supervision.
  • Support evidence based innovation techniques for HIV case finding ,retention and adherence
  • Support mentoring and coaching of IPs staffs and area program teams on HIV service care and treatment activities of the project
  • Participate in regular joint supervision mission with stakeholder to ensure quality service delivery
  • Represent ISHDO team in TWG ,taskforces on HIV services delivery  at zonal offices  bureau ,and other stakeholders
  • Assure compliance to HIV service standards and procedures other regulatory standards established by FMOH and USAID
  • support the development of activity annual work plans ,monthly and quarterly reports and other reports as needed
  • Participates in quality improvement / quality management initiatives with the team
  •  Prepare and submit regular and timely performance reports to the area program coordinator and HIV Service Director adhering to USAID web based reporting requirements

Job Requirements

Required Education and Experience:

  • BSc  in health science is required, MSC in health science preferred
  • 3/5 years progressive experience in HIV testing, adherence and retention to   treatment in similar setting with 2 years’ experience with PEPFAR/ USAID, or USG.
  •  Skills and experience in monitoring, recording keeping, and reporting of the HIV prevention, care and treatment programs using the USAID web-based data base system.

Personal Skills:

  • Ability to coordinate multiple assignments and determining priorities
  • Strong interpersonal skills and positive professional attitude
  • Good presentation and report writing skills in English
  • Local language knowledge (oromiffa)
  •  Skills in MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems
