Job Summary

The Human Resource and Administration Manager is responsible for managing and delivering HR services, overseeing administrative functions, and supporting the achievement of organizational goals at Hope Enterprises. This role involves implementing HR strategies, managing employee relations, ensuring legal compliance, and overseeing the management of transport services, utilities, and other administrative activities.

 

Duties and Responsibilities

A. Human Resource Management

  1. Policy Implementation and Compliance
    1. Ensure that all HR policies, procedures, and regulations are implemented and adhered to across the organization.
    2.  Regularly review and update HR policies in consultation with the CEO to ensure alignment with legal requirements and organizational goals.
    3.  Monitor compliance with employment laws and regulations and advise management on necessary adjustments.
  2. HR Strategy Development
    1.  Develop and implement HR strategies that align with the overall goals and objectives  of the organization.
    2.  Ensure HR initiatives support the mission, vision, and strategic priorities of Hope Enterprises.
  3. Recruitment and Selection
    1. Prepare and disseminate vacancy announcements internally and externally.
    2. Oversee the recruitment and selection process, ensuring compliance with organization policy and country law.
    3. Develop job descriptions, post job openings, screen applications, conduct interviews, and make hiring recommendations.
    4.  Implement best practices for diversity and inclusion in recruitment.
  4. Onboarding and Orientation
    1. Design and conduct orientation and induction programs for new employees to integrate them into the organization effectively.
    2. Ensure new hires are familiarized with Hope Enterprises’ policies, culture, and expectations.
  5. Employee Records Management
    1. Maintain up-to-date employee records, including personal information, contracts, performance reviews, and disciplinary actions.
    2. Establish and update employee files with relevant documents, including performance evaluations, leave forms, salary increments, and correspondences.
  6. Performance Management
    1. Facilitate change of employment status or terminate employment based on recommendations from supervisors or managers.
    2.  Coordinate and manage employee performance evaluations, ensuring timely feedback and development plans.
  7. Employee Relations and Grievance Handling
    1. Address employee grievances and resolve conflicts in a fair and timely manner
    2.  Foster a positive work environment by promoting open communication and addressing employee concerns.
  8. Compensation and Benefits Administration
    1. Administer the organization’s compensation and benefits programs, including salary reviews, bonuses, and pension plans.
    2.  Ensure the organization’s compensation structure is competitive and aligns with industry standards.
    3.  Manage employee pension schemes, ensuring compliance with legal requirements.
  9. Labor Union Liaison
    1. Serve as the primary liaison between the organization and labor unions.
    2. Negotiate collective bargaining agreements and resolve labor disputes.
    3.  Ensure management and staff are informed about labor union policies and agreements.
  10. HR Advisory Services
    1. Provide expert advice and guidance to management, including the CEO, Branch Managers, Project Managers, Hope Enterprises University College, and the IGA Wing on HR-related issues.
    2.  Advise on the implementation of HR best practices and industry trends.

B. Administration Management

  1. Transport and Vehicle Management
    1. Receive and authorize trip requests, schedule trips, monitor vehicle movements, and take corrective actions when necessary.
    2.  Ensure the proper use of log books, fuel, and maintenance records for all vehicles.
    3. Organize timely annual inspections of all Hope Enterprises vehicles.
  2. Utilities and Maintenance
    1.  Follow up and facilitate payments for utilities such as telephone, internet, electricity, and water.
    2.  Facilitate a safe and secure working environment by ensuring the maintenance and servicing of installations like water and electrical supplies and safety equipment.
  3. General Administration

3.1. Handle admin activities based on established policies and procedures.
3.2. Manage and oversee the roles of Admin Assistant/Purchaser, Store Keeper, Drivers, and Guards.
3.3. Process transfer and promotion in collaboration with the administrative committee.
3.4. Secure clearances for separating staff and prepare work certificates after final payment acknowledgment.

  1. Other Duties

4.1. Perform other duties as assigned by the Operations and Finance Director.

About You

Job Requirements

A. Academic Qualifications:

  • Bachelors or Master’s degree in Management or Human Resource Management.

B. Work Experience:

  • Minimum of 11 years of relevant experience in human resources or administration for those with a Bachelor’s degree, or 7 years of experience in human resources or administration for those with a Master’s degree, with at least 2 years in a supervisory or managerial position.
  • Experience in human resources, employee relations, administration, and property management within an NGO is an added advantage.

C. Special Training:

  • Specialized training in Human Resource Management, Legal Administration, Strategic Planning, Leadership, and Procurement.
  • Proficiency in computer applications.
  • Strong emotional intelligence.

D. Additional Requirements:

  • Excellent interpersonal skills.
  • In-depth knowledge of the country’s labor laws.

IV. Authority

  • The HR and Administration Manager holds the authority to manage and oversee HR, administrative, procurement, and property management functions, ensuring effective policy implementation, recruitment, and staff management. This role also involves overseeing resource allocation, procurement processes, and the management of organizational assets within the established guidelines of Hope Enterprises.

V. Communication and Networking

  • Internal: Regular communication with the executive Director regarding HR strategiy, planning, reporting and human resources management and administration affairs, work challenges, reports, and other issues. Work with the organization structure branch offices, the university colleges, and IGA wings related Human resources employment, placement, HR affairs, and administrative issues.
  • External: Engage with candidates on all aspects of employment processes, including recruitment, onboarding, induction, ongoing support, and exit procedures. Collaborate with vendors for procurement and service delivery, ensuring quality and timely fulfillment of organizational needs. Liaise with relevant government bodies to ensure compliance with legal and regulatory requirements.
