Ethiopian National Association of the Blind (ENAB) is the first Organization for Peoples with disabilities in Ethiopia. Since its establishment, ENAB works 65 years for the realization of the right for people with Visual impairments. ENAB is collaborating and networking with many local and international organizations towards this objective.
Major Duties and responsibilities
As Human Resource officer
- Provides general day-to-day HR activities across Ethiopian National Association of the Blind head office and branch offices.
- Handles all activities in relation to employee benefits, training and development and other administrative issues of ENAB’s employees in compliance with statutory obligations and best practice.
- Prepares HR plan to support the overall strategic aims objectives of ENAB,
- Develop HR strategic plans with line managers in terms of skill and number levels in consideration with long term and immediate staff requirements at all level
- Communicate ENAB HR policies, procedures, and guidelines to new and existing staff as deem necessary so that the rights and responsibilities of staff become clearer and more understandable;
- Advise the senior management in ensuring adherence to the ENAB HR manual and labor law in making any personnel related decisions;
- Coordinate staff recruitment and selection process in order to ensure a timely, organized and comprehensive procedure is used to hire staff;
- Plan & facilitate trainings including coordinating effective orientation to newly hired staff & ensure staff is exposed to the Association policies and culture;
- Ensure that compensation & benefits are in line with the Association standard, policy & labor law;
- Reviews and develop relevant policies and procedures and provide advice in relation to employee performance,
- Facilitate performance appraisal of an employee on 60 days probation is reported by immediate supervisors five days ahead of the end of the probation period and in accordance with the ENAB HR Manual and the labor law;
- Ensure that all staff information is properly filed, updated and confidentiality is maintained;
- Handle leave management & update leave on time as per the leave guideline;
- Ensure that all medical receipts presented by eligible staff are verify against the staff files and family list for reimbursement;
- Conduct reference checks and ensure that all relevant information (including original employment documents, annual leave forms, police checks, medical examination, declarations, Association policies, procedures and culture and work-related guidelines, other recorded personnel actions etc.)
- Establish HR data base for ENAB personnel and update accordingly;
- Respond to staff inquiries regarding staff hiring, promotion, transfer, benefit/compensation etc., in accordance with ENAB personal manual and related policies;
- Advise & assist Senior Management &line managers in understanding & implementing ENAB HR, Grievance & related policies;
As General service
- Produce medium & long-term plan for all general service activities in the Association and, upon approval, implement them into actions,
- Support in the development of general services regulations and guidelines,
- Supports in revision and development of fleet management policy when required,
- Ensure efficient vehicle fleet management system are employed,
- Ensure that the premises are safe and that safety standards are met
- Respond to user requests, solve problems, and manage complaints,
- Ensure that the Association policies and regulations are followed,
- Maintain budgetary control and ensure costs are in line with the budget,
- Prepare reports and recommendations for the departments,
- Performs other duties in relation to HR and General Service assigned as deemed necessary.

About You
Requirements:
- BA or MA Degree in Human Resource Management, Procurement & Supplies Management, Business Administration/Management, Economics, and or related field.
- 6 years of relevant experience.
Skills:
- Excellent computer skills, knowledge of Human Resources Information Systems (HRIS), Microsoft Office Suite, especially Excel, and demonstrated skills in database management and record keeping
- Knowledge of employment laws and best practices
- Proven experience and ability to effectively manage a varied workload, working tight deadlines and schedules
- Ability to maintain effective working relationships with all levels of staff
