Division Summary 
IDG’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, The LEGO Foundation, Bill and Melinda Gates Foundation, and other donors and clients.

Project Summary 
The Primary Education in Crisis Activity (PECA), funded by USAID/Ethiopia and the LEGO Foundation, aims to address the critical educational needs of children in Ethiopia. The purpose of this Activity is: improved learning outcomes, wellbeing, and systems resilience for the most vulnerable primary school age children affected by crisis in Ethiopia.

Achievement of the purpose is dependent on success in the areas of the following three Intermediate Results (IRs)

  • IR 1: Improved federal and regional capacity to prepare for, coordinate and oversee play based targeted instruction during acute crisis through to recovery
  • IR 2: Educators, school and classroom environments, formal and informal, have improved capabilities to support children’s holistic foundational skills and wellbeing
  • IR 3: Communities and caregivers have improved capabilities promote children’s holistic foundational skills, wellbeing, and resilience

Position Summary
RTI is seeking a Human Resources Manager in Ethiopia. The HR Manager will oversee the administration, coordination, and implementation of HR programs, processes, and operational support services for the activity. This position will be based in Addis Ababa, Ethiopia, and will report to the Finance and Administration Director.

Responsibilities

Your primary responsibilities will include but not be limited to:    

  • Develop, review, disseminate, and ensure full compliance of HR policy guidelines and country employee handbooks aligned with local labor laws, client rules and regulations, RTI policies, values, and ethics.
  • Ensure compliance with the internal control framework and proper functioning of the HR policy framework.
  • Promote effective implementation of HR strategies and procedures.
  • Organize recruitment processes, including short-listing, candidates screening, setting up and participation in interview panels.
  • Oversee the preparation and processing of offers and deployment documentation.
  • Lead full-cycle project recruitment and onboarding for all projects personnel, including STTA contracts and regulatory filings.
  • Develop and maintain up-to-date job descriptions and post job requisitions.
  • Screen applications, arrange interviews, and manage interview feedback.
  • Prepare and process employment offers for selected candidates.
  • Maintain comprehensive HR and non-personnel files.
  • Track and compile project leave schedules, including processing PTO authorizations and absence monitoring.
  • Advise staff on leave entitlements and ensure accurate leave record-keeping.
  • Track and update the project staff census and maintain personnel databases for planning and administrative purposes.
  • Provide guidance on staff performance management processes, including performance planning, mid-year reviews, and annual appraisals.
  • Ensure timely documentation and analysis of performance evaluations.
  • Foster staff learning initiatives by recommending short-term training opportunities in consultation with the HR Business Partner or Regional HR.
  • Support the development and implementation of individual learning plans.
  • Liaise with the Chief of Party, local insurance brokers, and IDG HR Business Partner to track and renew Private Medical Insurance (PMI) policies.
  • Serve as the focal point for staff orientation and induction, ensuring new employees are well-briefed on employment conditions and entitlements.
  • Provide staff with information on employment conditions, entitlements, and project-specific HR policies.
  • Ensure proper documentation for onboarding, orientation, and induction processes.
  • Collaborate across departments to ensure HR operations align with project needs and objectives.
  • Perform additional tasks as needed.

About You

Qualifications

  • Bachelor’s Degree with 8 years of experience, Master’s degree with 6 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience in local labor and employment laws and legal resources.
  • Familiarity with international development systems and policies. USAID and/or LEGO experience is highly preferred.
  • Experience leading recruitment and onboarding efforts on a USAID-funded project.
  • Previous experience working on USAID or LEGO project startups and closeouts preferred.
  • High degree of professionalism, discretion, and cultural sensitivity.
  • Proven ability to work independently and within a team environment.
  • Excellent writing, presentation, and communication skills, with an ability to engage across diverse groups.
  • Proficiency in English is required.
  • Willingness and ability to work throughout Ethiopia.
