HELVETAS Swiss Intercooperation Ethiopia is a registered charity operating in the working areas of Rural Infrastructure, Natural Resources Management, Support to Civil Society Organizations and Local Government, Skill Development and Education, and Emergency Responses. HELVETAS Ethiopia is presently looking for motivated and competent professionals for the following 2 positions for a project entitled “First Mile Project” in Amhara National Regional State.
The First Mile Project (FMP) aims towards poverty reduction, through woreda development plans and strengthened community ownership of rural infrastructure (trails and bridges), improving access to social and basic services as well as economic resources and opportunities of the rural settlements in Amhara. FMP focuses at the following changes in four key components namely Community management and ownership of improved RTI, strengthened systems and capacity for trail bridge construction, tested approaches to trail network improvements and management, and Sector policy on RTI and a First Mile approach with the regional government. The project includes the construction of a further 30 susupension brides as well as piloting foot trail networks in five trail bridge sites with regional government sharing investment costs of each bridge. It will also strongly focus on support to create COM and ensure post-construction sustainability using a data-driven and evidence-based approach to rural infrastructure improvement and have this included in the government transport policy and strategies.

Major Duties and responsibilities:
The Infrastructure Development Officer (IDO) for FMP Project will bring in thematic competence in Rural road infrastructure development specially on suspension bridges and foot trail networks, organizing, training and result-based and demand-driven models and will provide technical support for the successful implementation of the FMP Project and for the achievement of the project’s goal, objectives, outcomes and outputs, thereby adhering to the principles, working approaches, and strategies of HELVETAS and the FMP project. The Project Officer works with project partners, stakeholders and beneficiaries, who are critical for the success of the project. S/he reports to the Project Manager (PM) of FMP Project. At the operational level, the Project Document for the FMP and the Project Agreement signed between HELVETAS on one hand, and the Bureau of Road and Transport, Bureau of Finance and Economic Cooperation, and Bureau of Technical, Vocational and Enterprise Development on the other hand. The annual plan of operations constitutes the basic working documents, as they provide the framework and define the work context and relationship of HELVETAS with its partners and stakeholders.
Terms and conditions for both positions:
- Contract duration: from January 2021 to December 2023
- Duty Station: Bahirdar with frequent travel to Zone, Woredas and project areas
- Salary & Benefits: As per the salary scale of the position and benefit packages for national staff (NPR 2018)

Requirement and Qualification
- B.Sc degree in Civil engineering, Construction Technology and Management, Public Works engineering and related field of studies.
Experience
- Good understanding of rural infrastructures in general and survey, design and execution of Trail Bridge and foot trail networks in particular. Good knowledge of monitoring and quality control. Capable to disseminate and transfer know-how. Good knowledge of physical progress reporting.
- A minimum of 5 years relevant and progressive professional experience, especially in the field of rural roads construction planning, budgeting, design, contract management, construction supervision and monitoring. Quality control and quality assurance of suspension bridges and foot path networks.
- Experience of working in an INGO and/or donor-funded road projects is an advantage.
- Understanding and knowledge of the Ethiopian Road Sector Development Program, working guidelines, standards and specifications.
Skills Required
- Experience supervising quality control on construction sites.
- Proficiency in AutoCAD and Competences in the use of Microsoft Office applications (MS-Project, Word, Excel, Access, PowerPoint); knowledge of SAP is a plus.
- Experience in producing and executing project schedules (using) for construction projects.
- Understanding on issues related to local state building, gender, equity and poverty and working in conflict. Capable of working with multicultural team.
- Excellent command of English language, writing, reporting and communication skills.
- Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
- Knowledge and skill of GIS related software is an asset.
