The purpose of the position “Development Officer” is to ensure implementation of World Vision Ethiopia’s Area Program Education project models, including Sponsorship, Private Non-Sponsorship, and Education in Emergency projects, according to standards, donor requirements and the needs and expectations of communities and local partners to improve child wellbeing. Work closely with District Education Office and local education actors including cluster supervisors, principals, teachers and other stakeholders to ensure the quality implementation and sustainability of WVE education programs. This mainly include providing technical support, continuous monitoring of activities, support in local resource mobilization, plan and provide capacity building trainings etc. As a technical person, the Development officer is responsible to plan, implement and monitor all education projects in the Area Program including, collecting, organizing and reporting education data to AP management and National Education team. In addition, he/she plans and implements local level advocacy in timely, effective, and efficient manner.
- Plan and implement Education activities in partnership with communities, local government and partners as per approved yearly plans:
- Make effective and efficient operational planning based on the SEE4C TP strategic priorities.
- Ensure all activities in the yearly plan are being implemented according to the set standard.
- Track and control the proper utilization of the allocated budget of the given period.
- Continually work with Education offices to identify the gap in regard to TP interventions, accordingly build their capacities and take immediate corrective actions to fill the identified gaps.
- Assist school principals, supervisors, teachers and volunteers during the actual implementation of TP models activities in the intervention sites.
- Ensure that all structures and learning centers are functioning according to the quality standard set for each activity.
- . Plan and implement efficient and effective monitoring activities in the AP to ensure the quality implementation and documentation system for SEE4C TP.
- Plan and conduct technical and joint monitoring to sites to check the implementation status correct the gaps and collect the achievements using standard tools.
- Properly document best practices and develop case stories and share to the national office
- Produce and submit quality technical reports regularly to (AP Manager, NO Education Division and AP MEAL officer as required as per the standards of the AP and LEAP.
- Properly collect evidence on SEE4C TP to use for local advocacy and to feed for the upward advocacy and visibility work.
- Work closely with MEAL team to facilitate periodical assessments to ensure proper tracking of project/ program results at different levels (outputs, outcomes and goal).
- Collect clear yearly data, prepare yearly program highlight and regularly send updates to the SEE4C – head office team through agreed upon means of communications
- . Provide technical support to mobilize local resources and generate local funds for SEE4C project models
- Present ongoing achievements of SEE4C TP models.
- Initiate or involve relevant networks with locally available development organizations
- Creating strong partnerships with community institutions
- Work closely with faith based organizations and local government structures
- Support internal resource mobilization events
- Plan and organize capacity building for local education actors at District, cluster and School level.
- Identify the training need of District education offices in accordance with the TP priorities.
- Develop a plan for Model based regular and quick-fix training in consultation with the NO SEE4C team.
- Conduct capacity building training for local Education actors including teachers, volunteers, supervisors etc.
- Evaluate the trainings effectiveness regularly based on the training effectiveness guide and improve based on the result.
- Assure that sponsorship is fully integrated into the planning, implementation and monitoring systems of the TP plan
- Assure that relevant cross-cutting themes (child protection, HEA, gender, disability, and environment) are integrated into the TP’s implementation.
Required Education, training, license, registration, and certification
- Education: BA Degree and above in Education: in languages (English and local Ethiopian languages), Curriculum & Instruction, Pedagogy, Educational planning and Management and other related fields.
- Technical Training qualifications required: Professional technical skills associated with TP assessment, project management and other related areas is desired.
- Effective in written and verbal communication [ English, Amharic and Quafar].
- Demonstrated communication skill to different audiences.
Required Professional Experience
- At least 3 years of experience in community rural development preferably in Education areas.
- Other NGO experience is preferred.
- Computer literate (Operate MS word and excel, outlook etc.)
- Knowledge and exposures to the sociocultural situation of the region.
- Good partnership management, knowledge of government working procedures and good negotiation and influencing skill.
- Have passion as well as commitment for Education and integrated programs as a whole.
- Perform other duties as required
