About the Organization:
VisionFund Micro Finance Institution (S.C) is an Institution established according to proclamation No. 40/96 to provide financial services to the productive poor in the rural and urban areas of Ethiopia. VisionFund MFI is currently operating in five of the Regional States of the country. VisionFund MFI is looking for competent candidates for the position of Manager, General Services Division. The successful candidates will have skills and experience that meet the following requirements:
SPECIFIC DUTIES AND RESPONSIBILITIES
- Plan, organize, direct, coordinate & supervise the general service activities of the Institution.
- Develop General service policies and procedures to ensure efficient operations.
- Ensure that policies, procedures, and guidelines relating to the provision of general service activities of the Institution are adhered to;
- Oversee and Coordinate all General Service activities across the institution.
- Ensure proper upkeep and functionality of office buildings, workspaces, utilities, and equipment.;
- Manage relationships with external service providers and negotiate contracts for services such as building maintenance, office supplies, and fleet services.
- Monitor vendor performance to ensure services meet agreed-upon standards and contractual terms.
- Handle space planning and office moves or renovations as needed.
- Support procurement of general services-related items
- Ensure compliance with safety, security, and operational policies across all managed assets and offices.
- Maintain an updated asset register including location, condition, user, and service history.
- Identify underutilized or obsolete assets and coordinate their reassignment, repair, or disposal.
- Facilitate the sale or write-off of company assets in line with approval processes and policy
- Manage and maintain company-owned and leased properties, including acquired houses, monitor lease agreements, renewals, terminations, and handovers
- Coordinate property documentation, registration, occupancy, and utility setup.
- Works with perfect harmony with other work units of the Institution
- Manage and oversee the daily operations of the Institution’s fleet, including vehicle tracking, driver coordination, scheduling, dispatch, and vehicle assignments.
- Develop and implement fleet policies, procedures, and maintenance programs.
- Oversee the Institution’s fleet of vehicles and motorcycles, ensuring they are roadworthy and well-utilized.
- Keeps and update a database of the institution vehicles, generators and motorcycles including repair and maintenance expense, tire changed, fuel consumed, oil and lubricant used etc.
- Follow-up timely inspection of the institution vehicles, motorcycles and generators, timely renewal of trade license and Insurance coverage.
- Ensure GPS systems are properly installed, maintained, and functioning in all vehicles.
- Manage and optimize GPS tracking and telematics systems to monitor vehicle location, route performance, fuel usage, idle time, and driver behavior.
- Use GPS data to enhance route planning, reduce fuel consumption, and minimize delivery times.
- Generate and analyze GPS/telematics reports to identify trends, inefficiencies, and opportunities for improvement.
- Monitor driver behavior (e.g., speeding, harsh braking, idling) and implement corrective actions as needed.
- Authorizes requests for fuel, oil and lubricants and other supplies required to facilitate and carry out the transportation operations as per discretionary limits;
- Ensure compliance with all regulatory requirements and safety standards.
- Manage, supervises, leads, guides and supports the staff under his/her supervision;
- Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals of staff reporting to him/her.
- Keeps up to date with new developments property management and logistics and ensures ongoing personal development and learning;
- Prepares and submits monthly, quarterly and annual report to the supervisor.
- Ensures that reports are prepared and submitted to the concerned-on time and in a professional manner.
EDUCATION/TRAINING
BA Degree in Procurement & Supplies Management, Management, Business Administration or related.
EXPERIENCE:
7 years of relevant experience, out of which 2 years in senior position.
TECHNICAL AND OTHER SKILLS
Integrated knowledge and understanding of support services concepts, practices, systems, and procedures;
Ability to interact and deal with people;
Planning, organizational, analytical and decision making skills;
Basic computer skills;
Good written and oral communication skills.
