CHILD SAFEGUARDING:

Level 3:  As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report to Gambella field office and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE: 

Under the general supervision of the Head of Field Office of Sekota, the MEAL Coordinator will coordinate MEAL & MEAL-related activities of all programs/projects being implemented under the Save the Children Sekota Field Office. He/she is responsible for ensuring that the delivery of the programs is in line with the SC approach, Donor requirements, SC MEAL framework, and specific programmatic approaches. He/she will ensure & strengthen that a strong MEAL system is in place so that the implementation of the programs is of high quality to be accountable to beneficiaries, partners, and donors.

KEY AREAS OF ACCOUNTABILITY:

 MEAL System Development

  •  Design system and contextually appropriate MEAL implementation strategies to make the SCI MEAL system functional and contribute to program quality.
  • Leading and/or managed research aspects including taking an active role in framing research questions and development, adaptation, and testing of monitoring & evaluation and TORs.
  • Undertake responsibility for the rolling out of the SCI MEAL system for the Sekota field office.
  • Ensure programs/projects are using Quality Benchmarks as part of their day-to-day implementation and quality monitoring practices.
  • Make sure that MEAL evidence is used for management decision-making.
  • Participate in the design and roll-out of standardized monitoring tools and methodologies.
  • Coordinate on-time implementation of Project/ Program baseline and Evaluation findings
  • Ensure that area operation and project staff understand the SCI MEAL system and its application in all projects in a uniform fashion.
  • Lead and support the field-level MEAL technical working group to ensure quality programming against quality benchmarks through participatory methodologies (including child-friendly methodologies).
  • Provide technical support and participate as required in all other aspects of MEAL at the field office level (Sekota) for example surveys, assessments, baselines surveys, evaluations, joint projects reviews/lessons learning workshops/events.
  • Ensure periodic reports are as per the standard quality, standard template, and time frame and communicated accordingly.
  • Be the key link between area operation office level MEAL teams and Addis-based MEAL team, ensuring that data and reports are of high quality and submitted on time.
  • Work to ensure that all projects have a context-based “Complaint Response Mechanism (CRM) for the functionality of SC accountability.
  • Ensure all projects incorporate child safeguarding issues in their monitoring checklist to regularly monitor its implementation status.

Technical MEAL Support and Capacity Building

  • Provide technical support to MEAL staff under the Sekota field office to ensure that the MEAL system is operational in all departments.
  • Undertake data analysis and provide descriptive statistical information to the appropriate data user
  • Provide technical support for MEAL staff that helps to ensure program data are well secured through an electronic backup system and hard copy filing.
  • Assist and give technical support to all projects to develop and how to implement MEAL plans.
  • Guide for projects to collect quality monitoring data on time and collate/organize data for reporting to the country office.
  • Manage to create an organizational culture that promotes MEAL and understands its link to quality and accountable programming.
  • Plan and implement capacity-building tasks to create a knowledgeable MEAL team through providing training, mentoring, and other technical support.
  • Put systems that leanings from projects are properly tracked and shared and properly documented and used for new program/project designing.
  • Provide inductions to new staff on MEAL and work with all staff in the organization to increase capacity in Accountability through training and direct support.
  • Closely work with partner organizations (Government and local NGO) to support that the MEAL system is operational and make use of MEAL tools and methodologies.
  • Manage to maintain regular communication and interaction with partners to facilitate and promote learning and information sharing between SC and the partner organizations.

 Documentation, learning, and Advocacy

  • Ensures proper documentation of experiences and lessons across all projects /programs at the field level.
  • Work to create a mini database that helps to document basic information that helps for program designing, project proposal writing, etc.

Database Development and Management

  • Lead the development of a new database to respond to program data and reporting needs.
  • Develop automation of data reporting and visualization (including data dashboards) serving the country as well as the field MEAL team.

Learning and Knowledge Management

  • In close collaboration with the program team to facilitate in generating, storing, and sharing of knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc).
  • Ensure utilization of learning and knowledge generated in decision-making and program improvement (maintain up-to-date project action tracker and monitor the utilization and application)
  • Support programs in the identification of learning objectives and evidence gaps.
  • Be part of the national MEAL Community of Practices and provide project learning and best practices to the Community of practice.
  • Prepare data visualizations (charts, graphs, maps) and data stories for SCI knowledge-sharing and communication purposes.

 Collaboration and Networking

  • Promote collaboration and joint actions with different organizations and partners.

Additional job responsibilities

  •  The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Job Requirements

  • BSc/BA degree in an area of statistics, economics, social science, or equivalent. MA/MSc preferred.
  • Minimum of five years, and three years NGO management experience in a MEAL role in both emergency and development contexts, preferably with solid experience in more than one of the following priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies
  • Direct experience in rolling out and managing MEAL systems and of working on all aspects of MEAL.
  • Demonstrated commitment to building staff capacity, skills in training, and capacity building.
  • Experience in solving complex issues through analysis, definition of a clear way forward, and ensuring buy-in
  • Computer skills like Microsoft Office, SPSS, etc

Additional Note

Hardship allowance will be paid 50% of the basic salary for Female staff and 40% of basic salary for Male staff.
