Since 1980, Médecins du Monde (MdM) has worked independently in France and internationally to ensure universal and sustainable access to healthcare. Engaged in Ethiopia since 1986, MdM addresses urgent humanitarian needs through a multisectoral response, integrating Primary Healthcare (PHC), Sexual and Reproductive Health (SRH), Nutrition, Gender-Based Violence (GBV), and Mental Health and Psychosocial Support (MHPSS). The organization ensures survivors receive medical, psychological, and social care. MdM also prioritizes harm reduction initiatives, particularly for improving the well-being of sex workers and reducing the prevalence of HIV/AIDS. Additionally, the organization extends its support to refugees, asylum seekers, and internally displaced persons (IDPs) affected by violence, ensuring they have access to essential medical care, psychosocial support, and protection services. MdM’s holistic approach aims to address both the immediate health needs and the broader determinants of health in the communities it serves.

Job Summary
Under the supervision of the General Coordinator/Country Representative, you will directly oversee the implementation of the projects activities and ensuring the overall quality and guidance of its programming. Ensuring the MEAL framework of the Mission is created and updated. Designing the action plans for the Mission according to MdM institutional MEAL operational framework, and makes sure it is disseminated, understood, and implemented by the mission staff, providing leadership on enhancing quality monitoring and evaluation system of MdM’s program in Ethiopia.
He/she will be responsible for all MEAL related program activities including data and information collection, analysis, formulation of quality reports and sharing. He/she will do necessary capacity building and provide technical MEAL leadership in all program areas. The MEAL Advisor will also design/update and ensure complaint response mechanism across the Mission.
Essential duties and responsibilities.

Technical support and formalization
- Provides methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as to develop M&E plan and its implementation, quantitative and qualitative data collection and analysis, indicators tracking, complaint response mechanism, “do no harm” analysis, terms of references of internal and external evaluations
- Strengthen existing MEAL system by review and harmonization of current MEAL tools/checklists, information management/GIS Mapping, and especially data management system at the mission level
- Develop and maintaining monitoring tools for external and internal coordination and communication
- Makes sure that MEAL support is well integrated with all departments as well as coherent with all coordinators and managers
- Ensure that cross-cutting issues (gender, protection, accountability to the affected population, do-no-harm, community participation, disability, etc.) are well integrated into all MEAL tools
- Build on institutional knowledge on MEAL activities and missions’ results (lessons learnt and recommendations) and make sure these are known by technical and field coordinators and derived lessons informed all future programming
- Ensure accountability to beneficiaries by overseeing the feedback and complaints response mechanism (FCRM) through newly rolled-out Sop’s
- Develop standard operational procedures to support monitoring activities, including archives of data collected.
- Introduce, pilot, and institutionalize electronic data collection mechanism on the Mission.
- Provide leadership and oversight in the planning, implementation, monitoring and evaluation and Learning of all programme Quality functions; assess the outputs, outcomes and impact of program interventions and activities
- Ensure MEAL team actively participates in proposal development and ensure that all proposals have clear goal, objectives and indicators illustrated by a clear log frame.
- Ensure the development of standard TORs and manage consultants and evaluation partners
- Support the Implementation of Country Strategic Plan (CSP)
- Develop MERL/MEAL guidelines and provides program quality assurance through operational monitoring and evaluation
- Ensure mainstreaming of programme Quality in all other Country Programs,
- Ensure appropriate and effective MEAL system is in place, consistent with established benchmarks, plans and organizational MERL frameworks, standards, program quality policy and in close cooperation with all country program leads
- Ensure relevant MEAL trainings are provided to MEAL staff and all program staff respectively
- Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program.
Donors Grants-participation
- Act as the Technical Referent at Mission level in terms of Donor Compliance and Grant Management
- Contribute to donors reports and proposals – in collaboration with Operations, Finance and Program units
- Ensure optimum harmonization of donor indicators for all the proposals
- Ensure permanent liaison with the Medical Coordinator in charge of programs and keep up to date the Grants Tracker
Accountability and Learning
- Sensitize operational and technical teams on essential accountability and learning mechanisms including ensuring maintaining sources of verification are available and maintained across all programs / projects
- Support project teams to collect and document good practices, lessons learned, and feedback based on established M&E plans
- Propose ways to disseminate M&E learnings internally and externally and use of those during projects development and planning phases
- In collaboration with the Medical Coordinator in charge of programs and the program team (Deputy Medical Coordinator, MHPSS Advisor, GBV Advisor etc.) analyse data produced and propose reorientation regarding those analysis.
- Organize regular program review meetings to evaluate progress, analyze gaps and propose solutions for the improvement.
Data and Information Management
- Systematically manage the M&E data and information system, including data collection, entry, analysis, and reporting.
- Ensure that all M&E data and information are accurate, complete, and reliable.
- Provide guidance and technical support to the project team on data management and analysis.
- ensuring that relevant project documentation is well organized and best practices, lessons, success stories, case studies, etc. are well captured, synthesized, packaged, produced and shared to relevant stakeholders using different technologies and methods.
- Organize/facilitate regular project implementation and performance review sessions and learning events.
- Define MEAL-related inputs required from partners and oversee the quality of deliverables.
Human Resources and Capacity Building
- In coordination with program teams and HR Department, evaluate staff M&E capacity building needs and propose a training plan
- Provide orientations and trainings to MdM collaborators based on assessed needs
- Provide support and capacity building training to MdM partners on M&E guidelines and procedures.
Reporting and Coordination
- Manage appropriate coordination and communication within the line managed team and with other departments.
- Contributes to internal and external and reporting with regards to MEAL aspects
- Liaise with external stakeholders (donors, I/NGOs, UN agencies, etc.) for aspects related to quality and learning systems as per program needs
- Support country mission in the coordination and writing of donor reports
- Produce high quality reports and periodic communication materials.
- Ensure timely submission of reports to HQ
- Ensure adherence to donor deadlines, including developing and disseminating timelines to relevant staff
- Follow up on mission-level reporting and ensure that documents are submitted on time
- Support the Medical Coordinator/Deputy Medical Coordinator (who oversees programs) by taking the lead in the writing of certain parts of the reports (non-technical part) and help in the compilation of the different contributions
- Work in close collaboration with the medical, logistics and finance departments, to ensure consistency among the different aspects of the reports
- Act as a focal point for report related queries, e.g., templates and compliance
- Share reporting templates, compile and develop timely quarterly and annual reports
- Lead the program MEAL teams to ensure quality and timely reporting
- Ensure quality gender and other relevant assessment reported are produced, and shared to relevant bodies
- Ensure audit report is prepared timely and submitted to CHSA
- Support donor report writing, especially outcome reports
Research and Evaluation
- Provide technical support to the coordination team for potential research, assessments, and evaluation at country level
Budget Management/Financial Management
- As a budget holder for the activities assigned to you and indicated in the mission budget document, your responsibility includes planning, forecasting, spending, and/or reallocating the budget if needed. Reallocating the budget needs collaborative efforts and approval from the supervisor, Finance Coordinator, and/or General Coordinator

About You
Qualification and experience:
- Bachelor’s degree in fields such as social science, Economics, Statistics or related fields.
- At least 5 years of experience in monitoring and evaluation of humanitarian projects.
- Experience in the capacity building and training of staff
- Experience of managing health related projects.
- Technical experience in mapping (GIS) and social media management is an asset.
- Strong understanding of humanitarian programming and the humanitarian principles.
- Strong analytical and problem-solving skills, with the ability to analyze complex data sets and draw insights from them.
- Excellent organizational, communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders.
- Experience in designing and implementing M&E systems, tools, and processes.
- Experience in data management and analysis.
- Experience in training and capacity building.
