The MEAL Officer is responsible for leading and coordinating the development, implementation, and evaluation of the program, ensuring alignment with the Theory of Change and country program document. This role utilizes digital monitoring, evaluation, and program quality frameworks to ensure coherence, functional delivery, and robust tracking of progress, outcomes, and impacts. The MEAL Officer facilitates periodic reviews and evaluations, provides guidance on annual plans and reports, and ensures outcomes are aligned with program objectives and AAE’s strategic goals.

Job Description

  • Leads and coordinates the development and implementation of the program as per the Theory of Change and country program document.
  • Supports the development of Women friendly and accessible systems and frameworks for Programme Quality and impact assessment to ensure coherence, functional delivery.
  • Streamlines and adopt digital M&E and Programme Quality frameworks, assessment systems, and tools against the project/program deliverables.
  • Ensures the reporting system enables tracking progress, gauging outcomes/impacts, and program quality, integration, coherence, and alignment with AAE’s M&E framework.
  • Leads and develops a framework for learning, documentation, and sharing with the support of Program Managers, program officers, and Communication coordinator.
  • Documents best practices and share for learning and scaling up.
  • Documents learning from community level and national level partners, maintaining clear data through the development of appropriate tools in consultation with key teams.
  • Facilitates periodic review and evaluations from TOR development to the completion of review and evaluation reports as per the Project/ program procedures.
  • Coordinates and lead, with the support of the Program Manager, in providing guidance and consolidation of annual plans & reports, quarter reports, and program re-designing.
  • Facilitates and supports alignment of outcomes/impacts at various levels with the anticipated changes stated in the Program objectives and AAE’s strategic objectives.
  • Leads and facilitates evaluations/reviews, including baseline, mid-term, and end-term reviews/evaluations in consultation with key teams, donor compliance unit, and project manager.
  • Leads and supports field monitoring visits and follow up on actions in respective roles.
  • Prepares a program reporting system that enables tracking periodical progress and output/impact for program team purposes, and data/information consolidation for different reporting requirements, including monthly and quarterly reporting.
  • Actively participates in the project monthly, quarterly, and annual report preparation.
  • Ensures donor report requirements are fulfilled.
  • Ensures documentation of ongoing project learning for wider sharing and learning.
  • Facilitates the contribution of materials and contributes ideas for the production of project-specific community learning and communication.
  • Ensures the HRBA, intersectional feminist analysis, and ALPIS are well consulted in the project/program delivery at national and LRPs level.
  • Ensures issues of young people, women, and marginalized groups are well incorporated in the M&E framework and reports, and that power shift is properly gauged.
  • Ensure gendered data is generated, analyzed, and interpreted to feed into the project/program delivery excellence and building the country program.
  • Ensures community empowerment through facilitating community mobilization, organization, and participation processes.
  • Assesses project level capacity gaps and bottlenecks for effective development processes and proposes and implements appropriate capacity building strategies.
  • Facilitates local level capacity building interventions.
  • Facilitate community reflection and conscientization processes on identified social problems.
  • Internalizes and demonstrates appropriate attitude and behaviors for working in a partnership modality.
  • Ensures the allocated budget for project activities under supervision is fully implemented with maximum integrity and as per the approved plan.
  • Implements cost reduction strategies and value for money initiatives within the role
  • Performs other related tasks
About You
  • BA or MA degree in community development, social work, sociology, anthropology, gender, or other social science fields.
  • Minimum of 3 years’ experience with MA or 5 years of experience with BA.
  • Knowledge and experience of strategic plan development, team building, participatory development approaches, basic management skills, project planning and M&E, fund raising, partnership and relationship building, knowledge generation/documentation and sharing
  • A good knowledge of HRBA programming.
