About CEHRO
Consortium of Ethiopian Human Rights Organizations (CEHRO) is a local network of CSOs registered on March 16th, 2018 by the Federal democratic Republic of Ethiopia Authority for Civil Societies Organizations in accordance with the new Civil Societies Proclamation No. 1113/2019 with registration number 3932. The objectives of the Organization is to ensure the existence of an enabling environment for human rights and democratic governance and to creating a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia. Currently CEHRO has 17 active member CSOs from different regions. Since its establishment in 2018, CEHRO has conducted several strategic activities which benefited its member organizations that can contribute toward realization of the collective CEHRO’s vision.
From its establishment, CEHRO has been determined and working for the advancement of human rights protection in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch evidence-based advocacy. CEHRO works to expand the space for human rights CSOs and continue engagement with stakeholders’ building the capacity of existing and emerging human rights organizations to ensure effective human rights, democratic governance, and peace-building works.
Program / Department Summary
General Position Summary
The Monitoring, Evaluation and Learning (MEAL) will work with the CEHRO program team to manage and ensure the collection of quality M&E data for the program. The MEAL will be responsible for supporting the Enter Energy Program to lead and manage the monitoring and data collection of the project, lead the required surveys, analyse data to provide insight to project team, and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized between the two program sites. The MEAL will be an integral member of the project team and be responsible to lead the learning and reflection processes throughout the life project cycle and collect feedback from program participants and other stakeholders.
Essential Job Responsibilities:
Strategy & Vision:
- Develop M&E Plan(s) for programs and proposals.
- Establish a robust system for collection, reporting, and validating program data, utilizing platforms.
- Work closely with program teams to ensure effective monitoring, evaluation, and reporting of program activities and results.
Coordination & Reporting:
- Coordinate reporting with Program Manager and Operations & Finance Manager, including tracking deadlines, ensuring adherence to monitoring formats and requirements, and ensuring reporting quality and accuracy.
- Compile progress against indicators and report back to the team according to the monitoring plan.
- Develop a Data Quality Assessment Plan.
Data Integrity:
- Conduct routine spot checks on the team’s monthly data collection and reporting.
Evaluation Activities:
- Lead and actively engage in supplementary evaluation M&E activities, including baseline, mid-term, and endline surveys, evaluations, and household surveys.
Support CARM Implementation
- Collect feedback or complaints from the program participants and close feedback loop.
- Record feedback in program level database.
- Sensitize community, program participants and program teams.
- Prepare and send interim report digitally using one of the standard platforms.
- Conduct field visits, spot checks, and follow up on specific feedback cases.
- Capture programmatic adaptation.
Additional Roles:
Knowledge Management:
- Develop, document, and disseminate program learning briefs, success stories, and lessons learned.
- Collaborate with the country team to publish knowledge products.
Capacity Building:
- Identify training needs within the program team and CEHRO’s members related to M&E activities.
- Deliver training sessions to build the capacity of team members and member CSOs in effective monitoring and evaluation practices.
Data Visualization:
- Utilize data visualization tools to present M&E findings in a clear and accessible manner.
- Develop interactive dashboards utilizing Power, along with visual reports, to effectively communicate program progress and showcase its impact.
Feedback Mechanism:
- Establish and manage a robust feedback mechanism within the program.
- Systematically collect, analyse, and use feedback for program adaptation and improvement.
Risk Management:
- Contribute to the identification and analysis of potential risks to program success.
- Develop and implement risk mitigation strategies in collaboration with the program team.
Cross-functional Collaboration:
- Collaborate with other departments and programs within CEHRO, fostering cross-functional learning and integration of best practices.
Innovation:
- Explore and introduce innovative technologies and methodologies to enhance the efficiency and effectiveness of M&E processes.
- Stay abreast of industry trends and emerging tools for improved data collection and analysis.
Adaptive Management:
- Support the program team in implementing adaptive management principles, utilizing M&E findings for real-time decision-making and adjustments to program strategies.
Community Engagement:
- Facilitate community engagement activities related to M&E, ensuring the active involvement of beneficiaries in the monitoring and evaluation process.
- Promote transparency and accountability to the communities served.
- By incorporating these additional roles, the MEAL will contribute to a more comprehensive and impactful monitoring and evaluation framework within CEHRO.
Finance & Compliance Management
- Ensure compliance with donor and CEHRO regulations.
- Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.
Influence & Representation
- Identify, build, and manage collaborative with consortium member CSOs, sub-grantees, donors, local governments, and other stakeholders.
- Communicate effectively to ensure overall project targets and donor obligations are met.

Job Requirements
Knowledge and Experience
- BA/S or equivalent, preferable in Economics, statistics, and other development studies.
- 4 years M&E experience
- Fluent in both spoken and written English and Amharic languages with excellent knowledge of other local Languages.
- Previous experience working on donor funded programs in Human Rights context preferred.
- Demonstrate proficiency in field survey/data collection techniques, data entry, verification, and analysis using mobile data collection platforms/tools such as CommCare, ODK, Survey CPO, and expertise in statistical data analysis software like SPSS, STATA, and others.
Top of Technique
- Good understanding and skills at data management.
- Strong computer literacy with a full knowledge of MS Office applications.
- Strong team coordination, listening, and consensus building skills.
