The Clinton Health Access Initiative, Inc. The CHAI NCD program was initiated in 2014 with work on breast cancer treatment task-shifting and support to EPSS in chemotherapy quantification and forecasting. In 2021, the project included access to diabetes treatment and care and access to antihypertensive medications.

Job Summary: Under the supervision and guidance of the Program Manager, the NCD monitoring evaluation and learning (MEL) officer will set up and implement monitoring, evaluation and learning related activities such as data collection, cleaning, compilation, analysis, report writing, dissemination, best practice documentation and knowledge management  for the NCD program.

 

 

 

REPORTS TO: NCD Program Manager

 

Specific Responsibilities

 

  • Develop log frames and MEL tools for proposals, integrating MEL into project design and contributing to project planning.
    • Track project performance against MEL indicators and support the visualization of MEL data for donor reports and policy advocacy.
      • Coordinate operational research activities, including the development of proposals, ethical clearances, creation of tools for data collection.
        • Manage field data collection for research and MEL purposes, utilizing digital data collection and management tools such as SurveyCTO, ODK Collect, Power Bi and Kobo Collect, and others.
        • Support with data analysis, interpretation, reporting and dissemination/communication of research results, as well as routine MEL and health facility data, to inform decisions.
        • Manage social media platforms (Facebook, Telegram, WhatsApp, LinkedIn, X formerly Twitter, and others) for the CHAI NCD program.
        • Conduct site visits to assess program implementation to ensure the program is on  track and identify bottlenecks and solutions.
        • Assist with the development of documents and presentations for training on statistical methods, peer review of reports, manuscripts and presentations.
        • Support the development of training materials and implementation of trainings on data management and MEL related activities.
        • Document lessons and best practices (case studies, reports, photographs etc) which can be shared within the CHAI Ethiopia office, other CHAI offices and partners.
        • In collaboration with IT staff and digital health community of practice, contribute to the development and application of digital solutions for the storage and sharing key information about programs and CHAI Ethiopia.
        • Participate in the MEL community of practice.
  • Work collaboratively with other CHAI Ethiopia programs on MEL related issues.
  • Other activities as assigned by supervisor.

About You

Qualifications and Experiences

  • Background in health (MD, PhD, MPH, MSc); master’s degree in monitoring and evaluation; biostatistics; or other related fields,
  • A minimum of 5 years work experience in research, digital health, MEL, health service quality improvement, or other related works.
  • Strong analytical skills. The ideal candidate must possess excellent analytical abilities to interpret complex data and draw actionable insights. This includes proficiency in collecting, analyzing, and synthesizing large datasets related to NCDs. The applicant should be able to develop indicators, track trends, and generate comprehensive reports that inform decision-making and strategic planning. Experience with data analysis software (such as STATA, SPSS, or similar tools) and the ability to present data-driven findings in clear, impactful ways is essential.
  • Excellent interpersonal skills and demonstrated ability to work effectively in a team,
  • Ability to work in fast-paced multicultural environments with minimal supervision.
  • Excellent oral and written communication skills, including the ability to prepare and deliver compelling presentations, and written reports.
  • Fluency (oral and written) in English.
  • Ability to travel (25% of time) to project implementation sites for site-level support and data collection.
  • Experience in using AI applications in health setting is a plus.
