Job Description Summary

Monitoring Evaluation & Learning Specialist will coordinate and oversee monitoring and evaluation (M&E) activities of the SPIR II project at Oromia and Tigray operational areas. The position holder is responsible for timely data collection, regular data cleaning and review, data analysis, data aggregation and support production of high-quality reporting for both SPIR II Oromia and Tigray regions. S/he is also responsible for conducting routine or internal data quality assessment (RDQA) to ensure that the data meet the required standards and can be used for reporting and decision makings; ensure availability of all the required data, source documents and evidence for donor DQA.

MAJOR RESPONSIBILITIES

Strengthen and implement Monitoring & Evaluation systems and standards

  • Supervise the quality of MEL deliverables at WV operational areas, Oromia and Tigray regions and ensure ownership of USAID/BHAs intensive M&E policies, guidance and requirements to support quality MEL functions.
  • Responsible for ensuring effective implementation of MEL planned activities by coaching, supervising and building the capacity of MEL staff in SPIR II WV Oromia and Tigray Region.
  • Collaborates with MEL team and provides support where there is gaps specially on PDM, data cleaning and IPTT data reporting (in excel and in WV iMPAQ and donor DIS and ART system) and presentation of the data for learning and use together with the data analysis, learning and reporting specialist and CLA team
  • Support the full implementations of MDC using CommCare forms, Kobo tools, and data visualization using excel dashboards/charts and Power BI software.
  • Responsible for providing technical support on the harmonization and standardizing of BHA/USAID and SPIR II M&E processes, tools and MEL requirements by SPIR II MEL and Technical staff operating in both Oromia and Tigray regions
  • Contributes to the preparation of detailed implementation plans (DIPs).
  • Responsible for adopting consortium level IPTT by preparing Zonal/regional level IPTT with annual and LoA targets.

Monitoring and supervision

  • Conducts join field monitoring visits with the government and technical staff of both WV Oromia and Tigray region staff (including mid-term review and final/end-term evaluation as per the agreements made with both regional governments
  • Conduct qualitative monitoring (QM) and context monitoring as directed CL MEL team and implementation quality monitoring (i.e., monitoring quality of project implementation at regular interval),

Quality data collection, cleaning, storage, processing, aggregation, analysis and reporting

  • Document and share critical findings for regional and zonal teams on a regular basis, by closely working with MEL team,
  • Support the production of high quality quarterly, annual report (AR) and final reports for Oromia and Tigray Regional Governments and required reports and requests for WVE national Offices (using iMPAQ and other databases) as per their respective templates, and requirements,
  • Contribute to the development of SPIR II new data collection tools with the technical and M&E team.
  • Ensure that the data is collected with maximum accuracy, and reliability meeting USAID data quality standards
  • Support the implementation of SPIR II mobile data collection (MDC) and MIS systems at and regional /zonal office
  • Responsible for quality data collection, data cleaning, aggregation, analysis, visualization, indicator counting and reporting against annual and LoA targets in the IPTT.
  • Responsible for consistency checking of the narratives and data submitted in the DIP tracker, tools and IPTT quarterly, semi-annually and annually.
  • Primarily responsible for production of SPIR II Oromia Regional Report, annual plan updates/submissions, joint monitoring with the governments, mid-term review and end-term/final review or evaluations.
  • Responsible for ensuring the production and submission of annual plan and reports for the Tigray region and the conduct of joint monitoring, mid-term review and final evaluations together with the regional government,
  • Engage and advise for conducting various PDM surveys (commodity, livelihood transfer, maternal cash grants and other PDMs) or PDM assessment analyze the survey/assessment data and produce quality PDM reports together with other MEL team at all levels,
  • Regularly do on spot check for data verifications and quality and ensure the field office M&E team continuously do data verifications and on spot-check for meeting the required quality standards,
  • Take the lead the data management processes of WV operational areas at all stages of the data life cycle and levels to ensure effective and smooth functioning of all the M&E processes, tools, systems and products
  • Conduct routine data quality assessments (RDQA) at least once in a year and support the WV operational areas M&E team in conducting the routine data quality assessments.
  • Work as custodian of all SPIR II data, or evidence gathered at WV Tigray regional Office and Oromia Zonal office and reported to consortium level and others for audit purpose and future reference,

Capacity building and training

  • Contribute to the process of assessing capacity of M&E staff at WV Oromia and Tigray operational areas, identify existing gaps and needs around SPIR II MEL functions; and provide capacity building trainings.
  • Mentoring of the field office MEL staff using various techniques (continuous daily support and, and mentoring MEL and program staff) on top of field level training so that all staff could own the MEL tools, processes, requirements (ensuring that all MEL task and requirements are delivered and adhered too) and use the data generated via M&E systems

About You

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

Experience:  7 years and above working on designing and implementing M&E systems for international NGOs as M&E Coordinator, M&E specialist, learning and measurements or program quality specialists. Experience working on FFP or BHA/USADID projects or Feed the Future Project is highly desirable

Required Education, training, license, registration, and certification

Master of Science Degree in Economics, Statistics, Social sciences, Development Studies and related fields

Preferred Knowledge and Qualifications

  • Strong experience in providing technical support for the effective and quality design and implementations of MEL systems, including digitalization of MEL activities
  • Very good knowledge of diverse M&E approaches, practices, and tools; analysis and use of M&E data,
  • Proven experience in quality data collection (including the use of digital platforms like Commare and Kobo tools for data collections), cleaning, analysis, aggregation, and reporting
  • Understanding of USAID MEL systems, practices and approaches and BHA M&E requirements in particular
  • Excellent presentation, communication, writing, networking and partnering skills.
  • Highly skilled in data analysis using computer packages like Epi-info, SPSS, STATA, MS-Word, MS-Access, MS-Excel
  • Participatory program design and M&E and management,
  • A strong aptitude for organizational change, innovation, learning, team building
  • Strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently
  • Must be a committed Christian, able to stand above denominational diversities.

  • 40% field travel
