ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’S mandate is fully recognised in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared posperity; Advancing Economic competitiveness; Safeguarding the Environment; and Strengthening Knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
PROJECT CONTEXT
The present proposal is inserted within the EU Action Fiche “Leather Initiative for Sustainable Employment Creation (LISEC) in Ethiopia”. The overall objective of the action is to create greater economic and decent employment opportunities, especially for young men and women through the development of the Ethiopian leather industry and the Modjo leather industrial park. LISEC’s intervention logic is to contribute to the reduction of irregular migration from development of Modjo leather city industrial park and Ethiopian leather industry value chain, one of the sectors identified in the Ethiopian’s Growth and Transformation Plan II (GTP II) as having the potential to boost the growth of the economy.
As such, this programme proposes a new vision towards inclusive and sustainable industrial development that protects the environment and supports social inclusion. In order to achieve the main programme goal, LISEC has been structured following a comprehensive approach with three main components aiming at: (1) Advancing economic competitiveness by strengthening the leather value chain; (2) Strengthening social cohesion by supporting local economic and social development initiatives, especially for women and youth living in Modjo area; and (3) Enhancing industrial and labour relations in the MLC.
FUNCTIONAL RESPONSIBILITIES
Under the supervision of the Project Manager, the Monitoring and Evaluation Expert will be working closely with the Project International and National Coordinators. In particular he/she will be responsible for the following key functions:
Main Duties
- Collect relevant data through questionnaires for submission to broad range of Project’s stakeholders.
- Coordinate with the EU TF monitoring System.
- Produce periodic monitoring data analysis reports and recommend possible corrective measures, if deemed necessary.
- Organize quarterly monitoring and evaluation workshops with the Contracting Authority and Projects managers and other stakeholders to guide them to regularly monitor their LISEC project work related progress
- Assure data quality control of all Outputs by coordinating qualitative and quantitative data collection, statistics and records compiled on a quarterly basis, taking the KPIs into account
- Monitor project implementation trends against latest Key Performances Indicators (KPI).
- Suggest strategies for improving the efficiency and effectiveness of the projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such constrains and ensure the attainment of UNIDO LISEC Project Goals.
- Undertake any other activities as requested by the Project Management Team.
Concrete/Measurable Outputs to be achieved
- Properly filled and filed questionnaires per month.
- Coordination mechanism is setup with Consulting firm (EU TF consulting Agency for the EU TF initiatives)
- Monthly data analysis and evidence-based and justified recommendations for possible corrective measures.
- M&E systems for all the LISEC Project Outputs and cross cutting activities are in place
- Quarter reports are checked and approved. Data and measurable records of the projects available on a Quarterly basis (Relevant KPIs and information i.e. gender/age/ etc.) are counterchecked
- KPIs table updated monthly.
- An easy to use monitoring system developed for UNIDO LISEC projects, and available for the Contracting Authority, the EU and key stakeholders.
- Ad hoc activities completed satisfactorily

MINIMUM PROFESSIONAL REQUIREMENTS
- EDUCATION: Advanced university degree in Statistics, Monitoring and Evaluation, or other relevant discipline with a specialization in related fields.
- TECHNICAL AND FUNCTIONAL EXPERIENCE: A minimum of 5 years practical experience in the field of monitoring and evaluation and excellent knowledge of Monitoring and Evaluation methods and systems (including database management and Access software). Excellent team player capacity is required, able to work under pressure and meet strict deadlines, avail a good communication, interpersonal skills, and capacity to deal effectively with sensitive issues.
- LANGUAGES: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is an asset.
- GENDER: Capacity to integrate and highlight gender concerns in assessment findings and recommendations.
