The Nile Basin Initiative [NBI] is an intergovernmental partnership of the ten Nile Basin States to develop the river in a cooperative manner, reduce poverty, reverse environment degradation, share substantial socio-economic benefits, to promote regional peace and security(www.nilebasin.org).

 The Eastern Nile Subsidiary Action Program (ENSAP) of the NBI is launched by Egypt, Ethiopia and the Sudan (Republic of South Sudan joining in 2014) to initiate concrete joint investments and action on the ground in the Eastern Nile sub-basin in the areas of power generations and interconnection, irrigation and drainage, flood preparedness and early warning, watershed management, development of planning models and joint multipurpose programs. ENSAP is governed by the Eastern Nile Council of Ministers [ENCOM] and implemented by the Eastern Nile Technical Regional Office [ENTRO] stationed in Addis Ababa, Ethiopia. Funding for ENSAP accrues from Eastern Nile countries and varied bilateral and multilateral development.

 ENTRO is the regional body supporting ENSAP Team and the Eastern Nile Council of Ministries (ENCOM) in the management and implementation of ENSAP, established in 2002 and located in Addis Ababa, Ethiopia. ENTRO now intends to recruit competent experts to fill position of Water Resource Modeling and Knowledge Management Officer. This positions is a national position and is responsible for  the update & maintenance of the suite of water simulation & water system models, optimization tools and toolkits, and producing public domain knowledge products and analytical tools and in addition is responsible for the coordination of all knowledge-related activities in ENTRO through the establishment and strengthening of the knowledge management system so that all knowledge generated is captured, stored and made available to policy/decision makers, researchers, and other requires proven ability to work in complex multicultural environments and deal with all levels of officials from government, international agencies, private sector and civil societies. It also requires excellent communication skills and full computer literacy and proficiency in English language, with proficiency in Amharic or Arabic Languages as advantage.

 The Modelling and Knowledge Management Officer reports to Head Water Resources Management Division and shall take a lead in the ENTRO Modelling Team in the development of analytical tools & modelling activities to strength the knowledge base and analytical tools for the Eastern Nile.

 Major Duties and Key Responsibilities:  Under the direct supervision of Head of Water Resources Management Division, the Modelling and Knowledge Management Officer will be responsible to undertake the tasks below in close collaboration with IT department, ENSAP Senior Regional Project Coordinator, Regional Project Coordinators and other functional units of ENTR. Modelling; Conduct basin-wide water resource analysis. This shall include Water budget under both existing & future conditions, Demand-Supply Analysis under different scenarios Responsible in developing water resource Modelling tool and adopting previous tool for making information decision for future investment in the EN and Support the utilization of the Modelling tools developed under the ENPM and NCCRP that include maintenance and enhancement of the models to in cooperate any future analysis.

Job Requirements

Qualifications and Competencies:

  • At least a Master’s degree, in Civil/Water Resources Engineering, Hydrology, or other technically related field approach to formulation of development scenarios including management of water resources modelling and software application projects); ideally a professional qualification in water Resource management.
  • At least (7) seven years of related work experience, with recognized technical expertise in water resources modelling for Master’s degree holders. Or One year of relevant work experience for PhD holders. Certified trainings and experience in models like Riverware, RIBASIM, SWAT, HecSuits (HecHMS, Hec-ResSim, etc) Mike Basin, MikeHydro, GAMS GIS, VB, Excel macro’s, etc) required and NB DSS is a plus. And Previous experience in the Nile basin Initiative is an advantage.
  • Experience with Integrated Water Resources Management with background on hydrologic and hydraulic modelling and also knowledge of, or experience in working with trans-boundary water resources issues.
  • Experience with different modelling suites developed for the Eastern Nile under the ENPM project (Ribasim, Riverware, Mike basin, SWAT, Hec-ressim and Mikehydro), also experience in programming languages.
  • Demonstrated writing, analytical, presentation and reporting skills and ready to work in a multi-disciplinary team and under pressure.
  • The expert should be fluent in English language and should have high standard of written and oral presentations.
  • The workstation for the position is ENTRO in Addis Ababa, Ethiopia, although work might necessitate field trips within and outside the Eastern Nile countries.
