It shares borders with Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan. About 85 percent of the population resides in rural areas. Over recent years, children and their families across Ethiopia have been affected by multiple and complex emergencies, including conflict, drought, landslides, and flooding, resulting in millions of people requiring urgent humanitarian assistance.Ethiopia is one of the countries with the highest burden of wasting, and over 700, 000 children with severe acute malnutrition (SAM) are treated annually. In addition to integrating treatment of children with SAM in over 22,000 government health facilities, 76 nutrition cluster partners are supporting nutrition response, especially in conflict and drought-affected hard-to-reach areas. Client, in collaboration with the government, has set up a cluster coordination mechanism at the federal and regional level, and their monthly meeting is conducted to ensure coordinated and harmonized nutrition response.This term of reference (ToR) is therefore to hire a nutrition specialist-cluster coordinator through a third party to support national-level nutrition coordination and enhance the effectiveness of the humanitarian nutrition response.
As the Cluster Lead Agency for Nutrition, Client is mandated to deliver the core cluster functions in line with IASC standards, including coordination, strategic planning, monitoring, and accountability to affected populations. The contract of the nutrition cluster coordinator ends on 11 May 2026, and Client has initiated a recruitment process to fill the nutrition specialist cluster coordinator post. While recruitment of the Client Nutrition Specialist Cluster Coordinator (TA) is ongoing, there is a critical need to maintain leadership, continuity, and operational coherence within the nutrition cluster. This position is therefore justified to prevent coordination gaps, support government leadership, strengthen partner alignment, and ensure that nutrition interventions remain strategic, well-coordinated, and responsive to evolving humanitarian needs, ultimately contributing to improved nutritional outcomes for vulnerable children and communities.Specific Competencies, Qualifications and ResponsibilitiesEducational background and minimum experience
- An advanced university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, humanitarian assistance and development or another health-related social science field.
- A minimum of 5 years of professional experience in one of the following areas is required in nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care. Relevant experience in health/nutrition project development and management in an international organization system agency or organization is considered an asset.
- Experience of working in the humanitarian coordination system is required.

Objectives, Purpose & Expected ResultsThe purpose of this position is to support Nutrition Cluster coordination while the recruitment of the Client Nutrition Specialist Cluster Coordinator (TA) is being finalized. The Nutrition Specialist Cluster Coordinator will provide leadership and representation for the Cluster/Working Group at the country level. The position holder will facilitate processes to ensure a well-coordinated, strategic, adequate, coherent, and effective response by Cluster/Working Group partners, with a strong focus on accountability to populations affected by the emergency. To support an efficient and effective humanitarian response, the nutrition cluster coordinator will build and maintain relationships with key stakeholders, ensure overall coordination of sectoral responses, promote inter-sectoral collaboration at the sub-national level, and ensure strong linkages and alignment with national-level coordination. The position will be based in Addis Ababa for a duration of three months.Description of the AssignmentThe primary responsibility of the nutrition specialist – cluster coordinator will be to look after the overall coordination of the nutrition cluster at the national level together with the Ethiopian Disaster Risk Management Commission (EDRMC), Ministry of Health (MOH), and the regional Emergency Nutrition Coordination Unit (ENCU).
Deliverables / Reporting Requirements
Major Tasks
- Maintain national and sub-national Nutrition Cluster coordination mechanisms aligned with IASC and HPC requirements.
- Ensure alignment, communication, and reporting between national and sub-national cluster levels
- Build and maintain partnerships with government, partners, other clusters, and affected populations.
- Support strategic planning and development/update of nutrition response plans aligned with HNO and national priorities.
- Provide technical support and ensure updated planning and performance indicators.
- Monitor nutrition response performance, funding status, gaps, and resource mobilization.
- Ensure accountability to affected populations and promote participation of local and national actors.

Location and Duration
The nutrition specialist cluster coordinator will collaborate with EDRMC-ENCU, MOH, Client Nutrition program team, and other stakeholders for a coordinated nutrition response. The position holder will be based in Addis Ababa. The duration of the contract is 3 months, from 12 May 2026 to 11 August 2026.
Reporting Line:
This positionwill report to the Chief of the Nutrition Section in Client Ethiopia. The nutrition specialist cluster coordinator will be under the guidance and supervision of the chief of the nutrition section.
Project Management
- Third-party HR firm will manage all the administrative issues and aspects based on HR’s policies and procedures.
- All remuneration must be within the contract agreement through the third-party HR firm.
- No contract may commence unless the contract is signed by both the third-party HR firm and the consultant.
- Travel will be facilitated after the travel request is approved by the consultant’s supervisor and managed by the third-party HR firm.
- Consultants will not have supervisory responsibilities or authority on Client budget.
General Conditions: Procedures and Logistics
- The third-party company will provide the logistics support to third-Party personnel if Client approves the travel on the monthly travel plan.
- The Consultant TA will be entitled to DSA at the appropriate rate while only away from her/his duty station.
- Third-Party personnel will be provided a monthly mobile top-up by the third-party company but should provide his/her own materials such as office supplies. Clients will not provide computers.
- Third-Party personnel will receive monthly payments upon submission of a monthly activity report, submitted and certified by Client.
- Third-Party personnel in practice will not have a direct right to access Client resources.
- Domestic flight costs, the most economical and direct route, necessary for duty travels, would be covered by Client. Unless authorized, the third-party company will purchase tickets for the Third-Party personnel.
- The consultant will use his/her own materials, i.e., computer/laptop, phone etc.
- Payment will be made monthly upon completion and submission of the monthly report.
