The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Procurement Contract Management Expert position who meet the following requirements

Summary

The Procurement Contracts Management Expert will be responsible for oversight of the various responsibilities and activities associated with solicitations, contracts, and purchases of goods, works, consultancy and other services.

The Expert will demonstrate professional experience in the administration, management, and compliance oversight of goods, works, consultancy and other services contracts including not limited to soliciting, developing, administering, and monitoring contracts or related programs, while ensuring compliance with federal and donor requirements. In addition, the Expert will also possess extensive experience and knowledge in the following core competencies:

Duties and responsibilities

  • • Conducting and overseeing various appropriate methods of solicitations and various contract types and advising the appropriate methods based on the existing legal frameworks.
  • • Researching, analyzing, and organizing technical or complex contract specifications, and scopes of work, and working with all staff for an overall successful solicitation process and establishment of an effective contract.
  • • Evaluating and analyzing supplier capacity and capability and managing supplier performance and relationships.
  • • Interpreting and correctly applying County regulations, policies, and procedures related to procurement, contracting (development and administration), fiscal, compliance, as well as various funding source requirements (including donor and Federal).
  • • Determine appropriate contracts for various types of procurement, review requisitions, purchase orders and other documents for completeness, compliance and accuracy.
  • • Ensure the quality performances of materials are in line with required standards.
  • • Maintains rapport and good working relationships with vendors; keep accurate vendors record.
  • • Design and implement Supplier/Vendor rating system to measure, evaluate and improve supplier performance, enabling the Board to make informed future sourcing decisions.
  • • Manage supplier agreements/contracts by closely working with suppliers to reach agreement on contract terms and conditions to get best deal in terms of quality, price, and delivery.
  • • Monitors undertaking of tasks as per the SLA.
  • • Preparing bid evaluation minute and presented it to the procurement endorsing committee for final approval.
  • • Preparing notification letter against the result of the bid evaluation
  • • Preparing contract document and present it for signature.
  • • Receiving shipping documents from Bank and facilitate custom clearance of goods from dry port.
  • • Prepare and facilitate payments to suppliers / contractors/ consultants.
  • • Follow up the due date of bid and performance securities and act accordingly.
  • • Maintain files, including proposal, evaluation, award documents, official contracts, and correspondence of all procurements.
  • • Working with staff on procurement requirements through planning, solicitation, evaluation, supplier assessment, contracting and contract management and administration
  • • Assess work undertaken and sight goods procured.
  • • Liaise with providers and contractors on faults and necessary actions prior to payments.
  • • Coordinate delivery of logistics, transportation, permits, authorizations, insurance, loading and unloading of goods/materials, and financial allocation of related expenses
  • • Monitoring contract compliance and adherence to appropriate reporting requirements.

Reports to: Head, Procurement Management Department

Salary: As per the organization salary scale (Competitive)

Requirements

Education and Work Experience:  7 years for BA/ 5 years for MA in Logistics and Supply Chain Management, management, Economics, purchasing and supplies management, Marketing, Law or other relevant studies with relevant and practical Experience on Procurement and Contract management.
