Brief and attractive description of the project/ unit

The Social Transformation Cluster (STC) is one of four clusters within GIZ Ethiopia, dedicated to fostering a more inclusive and just society in Ethiopia by implementing measures that contribute to peaceful and inclusive communities.

The selected candidate will be responsible for overseeing and managing the procurement, contract, and financing arrangements for 13 projects that are part of the Social Transformation Cluster (STC). This role involves ensuring compliance with GIZ’s procurement rules and regulations, maintaining up-to-date databases for suppliers, consultants, and recipients, and providing expert advice to projects on tender documents and financing proposals.

Responsibilities and Duties

  • Ensure comprehension and stay updated on GIZ’s rules and regulations pertaining to the procurement of goods, services, and financing arrangements.
  • Maintain the database for suppliers, consultants, and recipients.
  • Keep up to date the status of procurement, contracts, and financing arrangements in the database.
  • Advise projects in developing tender documents for the procurement of goods.
  • Advise projects in developing tender documents for the procurement of services.
  • Conduct Commercial and Legal Eligibility Check (KEP) for potential financing arrangement recipients.
  • Advise projects and recipients of financing arrangements on their Project Proposal and Budget.
  • Prepare contracts within the Cluster limit and follow up on contracts prepared at the Country Office and Headquarter.
  • Coordinate effectively with colleagues in the administrative section and technical teams.
  • Conduct training for grant recipients on contract and basic financial settlement procedures.

About You

Qualifications

  • Master’s degree /bachelor’s degree in law, Business Administration, or related fields.

Professional experience

  • Minimum of 3 years work experience in a similar position.
  • work experience in an international organization.
  • Very good working knowledge of standard ICT applications of MS Office (Word, Excel, PowerPoint, Outlook) and willingness to obtain proficiency in GIZ-specific applications.
  • Proven fluency in written and spoken of English and Amharic language.

Other knowledge, additional competencies

  • Good knowledge of GIZ rules and regulations is an asset.
  • Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
  • Ability to work autonomously, taking initiatives within the defined responsibility frame and as part of a multicultural and international team.
