Division Summary

IDG’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. Project Summary

The Primary Education in Crisis Activity (PECA), funded by USAID/Ethiopia and the LEGO Foundation, aims to address the critical educational needs of children in Ethiopia. The purpose of this Activity is: improved learning outcomes, wellbeing, and systems resilience for the most vulnerable primary school age children affected by crisis in Ethiopia.

 

Achievement of the purpose is dependent on success in the areas of the following three Intermediate Results (IRs)

  • IR 1: Improved federal and regional capacity to prepare for, coordinate and oversee play based targeted instruction during acute crisis through to recovery
  • IR 2: Educators, school and classroom environments, formal and informal, have improved capabilities to support children’s holistic foundational skills and wellbeing
  • IR 3: Communities and caregivers have improved capabilities promote children’s holistic foundational skills, wellbeing, and resilience

Position Summary

RTI is seeking a Procurement and Logistics Manager to lead all procurement and logistical activities for the project. This includes managing procurement processes for goods, services, contracts, leases, and rentals; coordinating logistics and travel arrangements; and supporting project-related trainings, workshops, meetings, and field surveys. The role ensures compliance with RTI’s procurement policies and procedures and provides critical support to the Chief of Party and program team to streamline procurement operations. The Procurement and Logistics Manager will supervise the Grants and Subawards Specialist and will report to the Finance and Administration Director. This position is based in Addis Ababa, Ethiopia.

Responsibilities

Your primary responsibilities will include but not be limited to:    

  • Oversee procurement management of the project commodities/goods/materials and services required for operations.
  • Supervise the Grants and Subawards Specialist.
  • Lead the preparation and implementation of the annual procurement plan, ensuring alignment with budgets and timetables.
  • Manage all phases of sourcing activities to ensure best value for money within required lead times for a variety of requirements, including analysis of overall budgetary impact for all types of procurement transactions.
  • Prepare and issue procurement solicitation documents, including Requests for Quotes (RFQ), Requests for Proposals (RFP), and Invitations for Tenders (IFT).
  • Coordinate the issuance of purchase orders in compliance with company policies and procedures.
  • Negotiate with suppliers to ensure the best overall value for money for the project.
  • Contribute to supply chain efforts by coordinating logistical support from the ordering point through delivery to the destination.
  • Ensure effective and timely follow-up on orders to guarantee delivery of goods and services.
  • Provide logistical support for project events, such as workshops, trainings, and surveys, including field operations.
  • Ensure compliance with legal guidelines, Federal Export Control regulations (if applicable), contracting principles, and price/cost analysis requirements.
  • Assist the Home Office Support Team in preparing requirements for federally funded contracts, including subcontracting consents, waivers for source and origin, and nonexpendable property budget approvals.
  • Maintain accurate records and ensure timely reporting of procurement and logistics activities.
  • Build and maintain effective relationships with clients, peers, and stakeholders to foster collaboration and efficiency.
  • Perform additional duties as assigned by the Finance and Administrative Director or Chief of Party.

About You

Qualifications

  • Bachelor’s Degree with 8 years of experience, or Master’s degree and 6 years of experience, or equivalent combination of education and experience.
  • Professional training in procurement, supply chain management, or logistics management is preferred.
  • Knowledge of USAID/LEGO procurement policies and regulations preferred.
  • Proficiency in Microsoft Office applications and procurement and inventory control software.
  • Strong organizational and reporting skills, with experience in business administration and financial management.
  • Excellent interpersonal skills and the ability to work effectively in a team environment.
  • Demonstrated ability to manage complex procurement processes and logistics support in adherence to organizational policies.
  • Exceptional verbal and written English communication skills.
  • Ability to coordinate with officials from host-country governments, US Government agencies, NGOs, and other stakeholders.
  • Proven skills in relationship-building and stakeholder management.
  • Strong negotiation and problem-solving abilities.
  • Willingness and ability to travel and work across various regions in Ethiopia as needed.
