 Children Believe is currently recruiting for the following position:

Program Manager – Ethiopia Office 

Spearheads and coordinates the planning, implementation, monitoring and evaluation of core programs (sponsorship funded programs) and medium & small projects.

Leads and supports Program Officers and Program partners in the assigned geographic area to design, plan, implement, monitor and evaluate activities supported by Children Believe including education, early childhood & development (ECD), health, nutrition, WASH, sustainable livelihood/economic development, child protection, Disaster Risk Reduction (DRR), emergency response, gender equality and strengthening community based organization.

Provides guidance to Program Officers and Program partner staff to ensure effective and timely implementation of core programs and projects and compliance with donor and government’s requirements. Direct facilitation and deliver training of trainers to program staff in the Country Office and partners staff at the program level.

Act as the primary communication link between the Country Office and International Office/Canada Office for coordination and submission of program operational and strategic plans, programs and project design, annual operation plans as well as progress (monthly, quarterly, semi-annual, interim) and annual reports. The Program Manager is also responsible for close following up and ensuring quality, innovative and impactful programs and project delivery/implementation.

Collaborates closely with Business Development in identification of funding opportunities, acquiring and managing grants and related projects from both local and international development funding agencies. Program Manager also closely works with Monitoring, Evaluation Learning System (MELKS) Coordinator to ensure timely conducting monitoring and evaluation of programs and projects as well as timely conducting baseline surveys and end-line evaluation of the programs & projects.

This role includes, but not limited to:

Lead corporate strategy, initiatives, policies, operational plans 

  • Participate in the development of program policies, strategies and operational plans including budgeting for programs and projects.
  • Ensure the development of detailed program multi-years and annual plans Children Believe-supported programs, project and sponsorship activities.
  • Ensure submission of annual operation plans to International/Canada Office and concerned government offices.
  • Recommend strategy improvements for Country Office strategic and operating plan as well as improvements to facilitate the successful implementation of programs and sponsorship goals.

Direct and provide guidance to plan, implement, monitor, train and evaluate 

  • Build staff capacity for success in the Program unit by recruiting, completing annual performance evaluations, training, coaching, mentoring, recognizing and disciplining staff as necessary in compliance with Children Believe (CB) program policy and procedure as well as with relevant employment legislation and employment best practices.
  • Direct and supervise sponsorship activities to ensure timely and quality of correspondences and sponsors retention.
  • Supervise and ensure timely and effective implementation of child protection, DRR and innovative program and project approaches.
  • Manage and/or conduct capacity-building training for partners, clients and CB staff.
  • Visit (monitor and supervise) programs and projects regularly to ensure proper planning, implementation, and to monitor programs, sponsorship and financial activities.
  • In collaboration with MELKS Coordinator, participate in coordinating baseline surveys, program evaluation, and capturing, documenting and sharing best practices, lessons learnt and success of the program.
  • Participate in closely follow up on performance-based financial performance of programs.
  • Ensure compliance with CB and donor policies, procedures and guidelines to support the quality assurance and quality control initiatives and undertake constructive intervention when necessary.

New Project Implementation and Compliance 

  • Provide oversight to ensure proper design and successful implementation of new and innovative small grants and programs and streamline processes for success through program officer and partners program coordinators with support from country office Business Development Manager.
  • Project oversight to ensure CB-supported program complies with donor and government’s requirements
  • Identify new funding opportunities through best practices and recommend innovative ideas to Business Development Manager for developing proposals and sourcing new donors
  • In collaboration with Business Manager participate in writing of concept notes and proposals to meet country office annual targets

Primary communications link, coordination, submission of reports  

  • Direct and provide guidance to partners and program staff in participatory planning, implementation, monitoring and evaluation processes for core program/project related activities to ensure performance and reporting requirements are met.
  • Advocate for and mobilize local efforts to build Children Believe public relations to leverage resources and build partnerships (in collaboration with Country Office Business Manager where applicable).
  • Participate in relevant clusters for information and experience sharing, and coordination.
  • Ensure preparation and submission of progress (monthly and quarterly reports), interim, annual and final reports of core programs and projects to Canada Office and concerned government bodies.
  • Facilitate communication among partners, Children Believe Country Offices and International/Canada Office.
  • Conduct analysis and provide relevant reports on areas such as global/Country priorities and CB’s role in a timely manner.
  • Communicate, network and build effective working relationships with partner staff, development partners (sponsors/donors), representatives of other non-governmental organizations (NGOs), and appropriate government officers in order to help further the goals of the programs/projects.
  • Maintain collaborative relationships primarily with key staff in CB’s International Office and other CB’s Country Offices.

Safeguarding & Others

  • Emergency response and ad-hoc projects in our communities of operation
  • Comply with all CB policies and procedures.
  • Remain alert and responsive to any safeguarding (Child Safeguarding & Prevention of Sexual Exploitation & Abuse) risks, acquire relevant knowledge and skills, to understand the safeguarding policies and procedures, promote strong safeguarding practices, and conduct oneself in a manner consistent with the policies in place.
  • Manage information pertaining to relevant CB pages on CB’s Intra-net and update as required.
  • Facilitate/coordinate in-country visits from media, photographers and staff member from other countries. Ensure proper documentation and report on such activities.
  • Other related duties as assigned in relation with CB, its subsidiaries or affiliates as the case may be.

About You

The ideal candidate possesses:

  • MA/MSc Degree in a relevant development field; post-graduate degree an asset.
  • Minimum seven years work experience in the development field with at least three years in a leadership role or managerial position.
  • Minimum three years’ experience building relationships with development agencies, funding agencies and writing successful concept papers, grant proposals and donor reports
  • At least seven years of experience in program/project planning, management, monitoring and evaluation experience, including budgeting and reporting with at least five years of experience in sponsorship activities and child protection and DRR interventions.
  • Professional expertise in one or more of Children Believe’s key program areas/sectors: education, health, nutrition, sustainable livelihood/economic development, child rights and gender equality and/or water and sanitation; advocacy an asset
  • Experience in working with partners (local NGOs) is an asset
  • Experience in practicing Results Based Management (RBM) and in using Participatory Development Approach (PDA) tools. Experience in Logical Framework Analysis (LFA) is an asset
  • Excellent skills in group facilitation, training, capacity-building and community mobilization.
  • Excellent interpersonal communications, relationship-building, conflict management and networking skills, especially when developing / maintaining contacts and influencing development and funding agencies.
  • Excellent communication skills, both verbal and written, including public speaking, networking and presentation skills; ability to speak and write in English and relevant local language(s)
  • Strong computer skills including MS Word, Excel, PowerPoint and internet; intermediate MS Project
  • Ability to travel to Partner offices & CB’s project field office and communities as needed
  • Ability to travel nationally and internationally
