The Clinton Health Access Initiative (CHAI) associated with former President William J. Clinton’s Foundation is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale.  Being one of the largest CHAI field offices worldwide, we currently employ over 100 staff working in the following nine programs: Essential Medicine, Health Financing, HIV Access Program, Lab Services, Non-Communicable Diseases, Maternal and Newborn Health (MNH), Vaccines, Primary Health Care and Assistive Technology (AT).

 

At present at least 2.2 billion people around the world have a vision impairment, of whom at least 1 billion have a vision impairment that could have been prevented or is yet to be addressed. About 90% of people with vision impairment live in low-and middle-income countries.

In Ethiopia the 1st National Survey on Blindness, Low Vision and Trachoma (2006) reported prevalence of refractive error as a cause of blindness and low vision are 7.8% and 33.4% respectively.  With the aim to address the profound needs in eye care in school aged children in Ethiopia, CHAI intends to implement a system strengthening program through a grant secured from EYElliance.

Position Overview: CHAI is seeking a highly motivated individual with advanced knowledge and skill in program management including supporting grass root level project implementation. Under the guidance of the Program Manager, the position holder will be responsible to plan, implement, and monitor Eye Health activities in partnership with MOH, MOE other CHAI Programs, Partners and schools.

 

TITLE: Program Officer – Eye Health                                            

Duty Station: Addis Ababa  with frequent travels to regions.                 

Report to: AT Program Manager

JOB RESPONSIBILITIES: 

  • The Program officer will be responsible for the overall coordination, implementation, monitoring, evaluation and reporting of Eye Health activities and its results.
  • Prepare annual program work plan, implementing and reporting eye health program activities as per the plan.
  • Closely work and coordinate the planning, implementation, and reporting of program activities with MOH, MOE Other CHAI Ethiopia Programs, Stakeholders and Partners.
  • Support the national landscape assessment on Eye Health led by MOH, MOE and other partners.
  • Lead School Eye Health Program with MOH, MOE and other partners at national and regional level.
  • Organize and lead national and sub-national level workshops, trainings and meetings in collaboration with the program manager.
  • Monitor and evaluate progress of program results and documents the progress.
  • Oversee the collection, documentation and dissemination of best practices, case stories of the program at all levels.
  • Develop program and finance reports as per internal and external compliance of the program.
  • Represent CHAI in School health forums as per the guidance of a
    AT Program Manager.
  • Execute any additional tasks as advised by the supervisor.

About You

Qualifications:

  • The applicant should have BSc in Optometry, Ophthalmic Nursing, any other related fields.
  • Minimum of 6 years of hands-on work experience on implementing Eye health program (both at school-based and community settings).
  • Good understanding of national and international disability-related rights and laws
  • Good knowledge of international and national Eye Health policies, strategies and program approaches.
  • Strong Project management skills
  • Previous work experience with persons with disabilities is desirable.
  • Excellent oral and written communication skills
  • Fluent in English and Amharic. Fluency in regional/local languages is an advantage
  • Excellent computer skills, including MS Word, Excel, and PowerPoint
  • Experience working with governments, NGOs and education/schools.

  • Willing to travel to rural sites.
