The main purpose of the Position
Coordinating and supervising the implementation of the Finance procedures tools and ensuring the correct use of Financial Resources at the project level according to MSF protocols, standards, and procedures in order to provide quality, reliable, and transparent information to the organization on the use and allocation of resources in the project.
- Accountabilities
- Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow-up of regular payments, and bank reconciliations) in order to anticipate expenses at the project level and to optimize cash needs and security.
- Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to MSF guidelines and rules, and using the respective software in place.
- Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality.
- In close collaboration with the Project Coordinator and the Finance Coordinator, defining, analyzing, and following up the project budget, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed.
- Ensuring financial reporting of the Project (Field financial software) monthly closure, sitreps, external donors, etc.)
- In close collaboration with the FINCO, following up on all service contracts in the project site (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.
2. MSF Section/Context-Specific Accountabilities
- Ensure management of project treasury: accountable for the management of cash boxes, transfers, advances, purchase procedures, payment validations, follow-up of regular payments, and bank reconciliations. Responsible for monthly cash requests of the project in OCB software of budget management, WeFin. With a close collaboration of the deputy/Finance coordinator.
- Accountable for project accounting: ensure transactional procedures and systems in order to ensure transparent accounting practices and full traceability of all supporting documents, according to MSF guidelines and rules, and using the respective software in place, Unifield. Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality. With close collaboration of accounting manager
- Responsible for yearly budget & monthly follow-up of budget (forecast): consolidates budget & forecasts in software Wefin strictly respecting the validated frame, in line with activities, & in due time. Responsible for figures, periods & clear comments entered in Wefin, in close collaboration with the Project Coordinator, all projects’ members & the Finance Coordination in capital. Sensitizing key project staff & budget holders on financial risks and the extent of their financial responsibilities.
- Responsible for the financial strategy for the project together with the project coordinator: assessing and mitigating the financial risks of the project and ensuring the implementation of a relevant project organizational setup and a reliable internal control system, to meet all financial obligations while keeping financial ethics always respected within the mission.
- Ensuring proper implementation and respect of MSF policies and guidelines: ensuring they are aligned with the legal requirements of Ethiopia, within the national legal framework, and designing or adapting relevant local policies, procedures, and tools for optimized management of the project’s financial resources. Contribute the finance part in project reporting to authorities with the help of the coordination finance office.
- Management of project finance team: recruitment, training, briefing/debriefing, evaluation, potential, detection, staff development, and internal communication, to ensure both the sizing and the amount of knowledge required for the finance activities.
- Back up of HR Manager in case of holidays, Gap filling related to daily tasks;
About You
- Education: Essential Degree in Accounting and Finance, Economics, Management, or Business Administration.
- Experience: Essential, working experience of a minimum of two years in relevant and similar jobs;
- Essential experience with MSF/ other NGOs in a similar role.
- Knowledge: Essential computer literacy (Outlook, PowerPoint, word, excel, and internet)
- Language: Essential English level C2 and other local language
